A groundbreaking account of how the welfare state began with early nineteenth-century child labor laws, and how middle-class and elite reformers made it happen

The beginnings of the modern welfare state are often traced to the late nineteenth-century labor movement and to policymakers' efforts to appeal to working-class voters. But in Agents of Reform, Elisabeth Anderson shows that the regulatory welfare state began a half century earlier, in the 1830s, with the passage of the first child labor laws.

Agents of Reform tells the story of how middle-class and elite reformers in Europe and the United States defined child labor as a threat to social order, and took the lead in bringing regulatory welfare into being. They built alliances to maneuver around powerful political blocks and instituted pathbreaking new employment protections. Later in the century, now with the help of organized labor, they created factory inspectorates to strengthen and routinize the state's capacity to intervene in industrial working conditions.

Agents of Reform compares seven in-depth case studies of key policy episodes in Germany, France, Belgium, Massachusetts, and Illinois. Foregrounding the agency of individual reformers, it challenges existing explanations of welfare state development and advances a new pragmatist field theory of institutional change. Using a wide array of previously unused sources and multilingual archival research from Angola, Portugal and beyond, Samuel Coghe sheds new light on the history of colonial Angola, showing how population policies were conceived, implemented and contested. He analyses why and how doctors, administrators, missionaries and other colonial actors tried to grasp and quantify demographic change and 'improve' the health conditions, reproductive regimes and migration patterns of Angola's 'native' population. Coghe argues that these interventions were inextricably linked to pervasive fears of depopulation and underpopulation, but that their implementation was often hampered by weak state structures, internal conflicts and multiple forms of African agency. Coghe's fresh analysis of demography, health and migration in colonial Angola challenges common ideas of Portuguese colonial exceptionalism.

International organizations and other global governance bodies often make rules and decisions without input from many of the individuals, groups, firms, and governments that are affected by them. The standards of the Basel Committee on Banking Supervision, for instance, developed by a small number of states, govern financial markets and the safety of bank deposits in over a hundred jurisdictions. Historically, the interests of developing countries, as well as non-commercial and diffuse interests within countries, have been excluded or disregarded in global governance. Many of them are religious, but there is a lot of diversity in faith-based non-profits that assist people affected by poverty and homelessness. In this timely book, the authors look at three homeless shelters that take more or less intensive approaches to faith, community, and programming.

In one shelter, for instance, residents are required to do a program of classes that includes group Bible study, worship, and self-evaluation. The other two examined are significantly less faith-based, but in different ways and with different structures.
