As COVID-19 took hold across local and international borders in 2020 and 2021, over 1.6 billion informal workers were estimated to have been adversely impacted by mobility restrictions and other 'lockdown' measures to tackle the coronavirus crisis. In the Global South, the pandemic has severely affected the sprawling megacities in Southeast and South Asia that have been driving urbanisation, and where there is a very high concentration of informal workers. This volume examines how informal workers were affected by the responses to the pandemic in five Asian megacities: Dhaka (Bangladesh), Hyderabad (India), Karachi (Pakistan), Jakarta (Indonesia), and Manila (Philippines).

Gathering voices and experiences from across these subregions, this book engages with issues surrounding state measures to manage the COVID-19 pandemic. The chapters present the gaps and lessons learned in addressing the needs of informal workers. They also shed light on grassroots solidarity initiatives, civic practices, and social networks that have cushioned the devastating effects of the crisis. The book ends with a discussion on the implications of identified state measures and citizen-led responses for (post) pandemic planning and urban governance in Asian cities in an age of recovery.

On the production of migrant labor and suffering through asylum enforcement

Over the past several decades, the vibrant, multiethnic borough of Queens has seen growth in the community of Nepali migrants, many of whom are navigating the challenging bureaucratic process of asylum legalization. Surviving the Sanctuary City follows them through the institutional spaces of asylum offices, law firms, and human rights agencies to document the labor of seeking asylum. As an interpreter and a volunteer at a grassroots community center, anthropologist Tina Shrestha has witnessed how migrants must perform a particular kind of suffering that is legible to immigration judges and asylum officers. She demonstrates the lived contradictions asylum seekers face while producing their "suffering testimonials" and traces their attempts to overcome these contradictions through the Nepali notions of kaagaz banaune (making paper) and dukkha (suffering).

Surviving the Sanctuary City asks what everyday survival among migrants and asylum seekers can tell us about the cultural logic of suffering within the confines of US borders. Through rich ethnographic detail and careful nuanced narratives, it puts the lives and perspectives of the Nepali migrant community at the center of the story. In so doing, Shrestha offers a fundamental rethinking of asylum seeking as a form of precarious labor and immigration enforcement in a rapidly changing US society.

Hegemony and the Politics of Labour takes up a question that goes to the heart of the debate about politics, capitalism, and discourse: how can labour relations and value production be understood as discursive processes?

When they launched their poststructuralist discourse theory almost 40 years ago, Ernesto Laclau and Chantal Mouffe positioned the contingency of discourse and politics in sharp contrast to the deterministic tendencies of the Marxist critique of capitalism. Moving beyond Marxism as an essentialist 'other', discourse theory has since remained notoriously silent on questions related to the core workings of capitalism. This book is the first to bring the central categories of discourse theory into conversation with Marx's critique of political economy. Reintegrating both traditions, it argues that the social relations of labour in capitalism emerge as a hegemonic formation. Its contribution is to extend the reach of discourse theory to the capitalist economy, exploring how a post- Marxist account of labour, value, and class connects to the contingent politics of populism.

Rising consumer demand for fresh fruits and vegetables has led to the employment of five million Mexican-born workers on North American farms during a typical year. The migration of Mexican workers within and from Mexico has implications for North American agriculture, labor, and economic development. For instance, the guest worker systems of Canada and the US allow Mexican workers to earn five times more in six months than they could earn in a year at home, fueling the construction of trophy homes in rural Mexico but not necessarily spurring economic development. The expansion of export agriculture encourages internal migration from south-to-north within Mexico, which moves migrants to areas that offer higher wages but may subject some migrants to exploitation. In Bracero 2.0, Philip Martin draws on decades of research and experience to explore the role of rural Mexicans in North American agriculture, as well as the implications for farm employers and farm workers, consumers, and the economies of North America. Martin assesses the historical and current demand for and supply of farm labor and the operation of farm labor markets in Canada, Mexico, and the US. He also uses statistical and survey data to provide the most reliable portrait of the five million people who work for wages on North American farms and explores alternatives to US farm workers in major fruits and vegetables, showing how changing consumer preferences can speed or slow mechanization. A rich, long-term ethnography of women seafood traders in Mexico.

The "shrimp ladies," locally known as changueras in southern Sinaloa, Mexico, sell seafood in open-air markets, forming an extralegal but key part of the economy built around this "pink gold." Over time, they struggled to evolve from marginalized peddlers to local icons depicted in popular culture, even as they continue to work at an open-air street market.

Pink Gold documents the shrimp traders' resilience and resourcefulness, from their early conflicts with the city, state, and federal authorities and forming a union, to carving out a physical space for a seafood market, and even engaging in conflicts with the Mexican military. Drawing from her two decades of fieldwork, Maria L. Cruz-Torres explores the inspiring narrative of this overlooked group of women involving grassroots politics, trans-border and familial networking, debt and informal economic practices, personal sacrifices, and simple courage. It argues that late capitalism normalises nightwork, yet refuses to recognise the associated problems, from lack of decent working conditions to the seizure of the workers' private time for self-development, family and social life. The employer-driven push to systematically replace Black workers with unauthorized immigrants
In The Manufacturing of Job Displacement, Laura Lopez-Sanders argues that the walls of American businesses hide a system of illegal practices and behaviors that lead to racial inequality in the labor market. Drawing on extensive research in South Carolina manufacturing facilities, nearly 300 interviews, and her own experience working at both the "bottom" of the labor market (e.g., cleaning toilets and on assembly-line jobs) and in mid-level supervisory positions, Lopez-Sanders provides a behind-the-scenes accounting of daily factory life.
She uncovers preferential hiring practices that fly in the face of civil rights legislation barring employment discrimination, including orchestrated actions of employers to systematically replace Black workers with Hispanic unauthorized immigrants. Lopez-Sanders argues against the predominant view that worker displacement occurs primarily because of hiring biases or social networks. Instead, she shows that employers intervene strategically, relying on subcontractors, agencies, and intermediaries to shift the race and gender in an organization. They also use vulnerable and tractable immigrant labor to impose and justify untenable standards that drive native-born workers out of their jobs and create vacancies to be filled by additional immigrant workers. The Manufacturing of Job Displacement sheds new light on a classic question about ethnic succession and segmentation in the labor market and reorients the ongoing debates about the economic impact of immigration.

A revelatory assessment of workplace inequality in high-status jobs that focuses on a new explanation for a pernicious problem: racial discomfort.

America's elite law firms, investment banks, and management consulting firms are known for grueling hours, low odds of promotion, and personnel practices that push out any employees who don't advance. While most people who begin their careers in these institutions leave within several years, work there is especially difficult for Black professionals, who exit more quickly and receive far fewer promotions than their White counterparts, hitting a "Black ceiling."

Sociologist and law professor Kevin Woodson knows firsthand what life at a top law firm feels like as a Black man. Examining the experiences of more than one hundred Black professionals at prestigious firms, Woodson discovers that their biggest obstacle in the workplace isn't explicit bias but racial discomfort, or the unease Black employees feel in workplaces that are steeped in Whiteness. He identifies two types of racial discomfort: social alienation, the isolation stemming from the cultural exclusion Black professionals experience in White spaces, and stigma anxiety, the trepidation they feel over the risk of discriminatory treatment. While racial discomfort is caused by America's segregated social structures, it can exist even in the absence of racial discrimination, which highlights the inadequacy of the unconscious bias training now prevalent in corporate workplaces. Firms must do more than prevent discrimination, Woodson explains, outlining the steps that firms and Black professionals can take to ease racial discomfort.

Offering a new perspective on a pressing social issue, The Black Ceiling is a vital resource for leaders at preeminent firms, Black professionals and students, managers within mostly White organizations, and anyone committed to cultivating diverse workplaces.
