Global climate solutions depend on low-carbon energy transitions in developing countries, but little is known about how those will unfold. Examining the transitions of Brazil and South Africa, Hochstetler reveals how choices about wind and solar power respond to four different constellations of interests and institutions, or four simultaneous political economies of energy transition. The political economy of climate change set Brazil and South Africa on different tracks, with South Africa's coal-based electricity system fighting against an existential threat. Since deforestation dominates Brazil's climate emissions, climate concerns were secondary there for electricity planning. Both saw significant mobilization around industrial policy and cost and consumption issues, showing the importance of economic considerations for electricity choices in emerging economies. Host communities resisted Brazilian wind power, but accepted other forms. Hochstetler argues that national energy transition finally depends on the intersection of these political economies, with South Africa illustrating a politicized transition mode and Brazil presenting a bureaucracy-dominant one.

By tracing the evolution of South Korean state-led capitalism and comparing it with other economies, this book critiques prevalent theories including neoliberalism, the developmental state, and institutionalism, and proposes a theoretical alternative focusing on endogenous changes through elites' competition within and outside the state. Unlike the arguments of neoliberals, this volume asserts that the state can still play an active role in reconstituting the national economy through globalization. The Korean state successfully fosters economic growth by nurturing industrial commons through globalization, rather than by adopting a neoliberal free-market system. This volume exerts that the Korean economy has successfully grown over the past 50 years because it has moved toward a new version of state-led developmentalism. In order to better account for the evolution of state-led developmentalism, this book proposes changes by competition within, as well as outside, the state, in order to bring about changes in developmentalism and the ability to adjust to new contexts. Unlike prevalent accounts of developmental state theory, Changes by Competition argues that the state is neither unitary nor cohesive, but a locus of competition.

Founded in 1676 during a cosmopolitan early modern period, Mindroeling monastery became a key site for Buddhist education and a Tibetan civilizational center. Its founders sought to systematize and institutionalize a worldview rooted in Buddhist philosophy, engaging with contemporaries from across Tibetan Buddhist schools while crystallizing what it meant to be part of their own Nyingma school. At the monastery, ritual performance, meditation, renunciation, and training in the skills of a bureaucrat or member of the literati went hand in hand. Studying at Mindroeling entailed training the senses and cultivating the objects of the senses through poetry, ritual music, monastic dance, visual arts, and incense production, as well as medicine and astrology.

Dominique Townsend investigates the ritual, artistic, and cultural practices inculcated at Mindroeling to demonstrate how early modern Tibetans integrated Buddhist and worldly activities through training in aesthetics. Considering laypeople as well as monastics and women as well as men, A Buddhist Sensibility sheds new light on the forms of knowledge valued in early modern Tibetan societies, especially among the ruling classes. Townsend traces how tastes, values, and sensibilities were cultivated and spread, showing what it meant for a person, lay or monastic, to be deemed well educated. Combining historical and literary analysis with fieldwork in Tibetan Buddhist communities, this book reveals how monastic institutions work as centers of cultural production beyond the boundaries of what is conventionally deemed Buddhist.

The recent socio-political changes in Nepal have brought assimilationist notions of Nepali nationalism under a tight scrutiny and drawn attention to more plural, inclusive, and diverse notions of Nepaliness. However, both assimilationist and pluralist visions continue to remain normative in their approach, and often posit ethnic and national identity in opposition to each other. Drawing on the everyday practices in the two schools, this book illustrates that social actors in minority language education did not necessarily select between minority identity and national identity, but instead made simultaneous claims to more than one social identity by discursively positioning 'ethnic identity' as 'national identity'. It builds on the notion of 'simultaneity' to illustrate that it is through the 'unresolved co-presences' of apparently contradictory ways that people maintain their multi-layered identities. By arguing for an analytical necessity to adopt relational approach, it aims to complicate the neat compartmentalisation of identities.

In a conversation about youth agency, the most common discourses that come up are of acts of liberation, resistance, and deviance. However, this perspective is fairly narrow and runs the risk of reinforcing pervasive and often polarizing depictions of youth. In the wake of the devastating WWI, three Jews headed the most valuable territory in the British Empire in addition to a strategically important new addition. Edwin Montagu held the position of Secretary of State for India, Rufus Isaacs (Lord Reading) was the newly appointed Viceroy of India, and Herbert Samuel arrived in Jerusalem as the first High Commissioner of Palestine. Their appointments came at a time of great upheaval as Indian nationalists clamoured for independence, pan-Islamists fought to keep the defeated Ottoman Empire intact and the sultan in Constantinople, and Zionists sought to build on the wartime promise by the British government to create a Jewish homeland in Palestine in face of opposition by Palestinians and pan-Islamists. The task of tackling these issues was made all the more difficult by accusations that Jews were not loyal to the British Empire and its goals, a view promoted by the appearance of the antisemitic Protocols of the Elders of Zion in English translation. This book follows this web of divisive imperial politics, and nationalist and pan-Islamist aspirations in India and Palestine, through the lives and work of these three men whose efforts were coloured by the post-war fear of a declining empire that was being corroded from within.

Did British, French and Russian gunboats pacify the notoriously corsair-infested waters of the Eastern Mediterranean? This book charts the changing rates and nature of piracy in the Eastern Mediterranean in the nineteenth century. Using Ottoman, Greek and other archival sources, it shows that far from ending with the introduction European powers to the region, piracy continued unabated. The book shows that political reforms and changes in the regional economy caused by the accelerated integration of the Mediterranean into the expanding global economy during the third quarter of the century played a large role in ongoing piracy. It also considers imperial power struggles, ecological phenomena, shifting maritime trade routes, revisions in international maritime law, and changes in the regional and world economy to explain the fluctuations in violence at sea.

Drawing on unprecedented access to the video archives of B'Tselem, an Israeli NGO that distributes cameras to Palestinians living in the West Bank, East Jerusalem, and the Gaza Strip, Liat Berdugo lays out an argument for a visual studies approach to videographic evidence in Israel/Palestine. Using video stills as core material, it discusses the politics of videographic evidence in Israel/Palestine by demonstrating that the conflict is one that has produced an inequality of visual rights. The book highlights visual surveillance and counter surveillance at the citizen level, how Palestinians originally filmed to "shoot back" at Israelis, who were armed with shooting power via weapons as the occupying force. It also traces how Israeli private citizens began filming back at Palestinians with their own cameras, including personal cell phone cameras, thus creating a simultaneous, echoing counter surveillance. Complicating the notion that visual evidence alone can secure justice, the Weaponized Camera in The Middle East asks how what is seen, but also who is seeing, affects how conflicts are visually recorded. The foreign policy agenda and behavior of the Islamic Republic of Iran is a critical challenge for the world. But where do the principal Iranian regime actors come from in terms of political background, experiences and interests? Through oral histories and archival research, Monaghan shows how, since the founding of both camps in 1991, refugees and policymakers have conceptualized, developed, implemented and changed refugee education programs. She also shows why and how, despite these changes, real challenges persist in refugee education in Dadaab, Kakuma, and other camps throughout the world; these include high numbers of out-of-school children and youth, high student to teacher ratios, unpredictable funding, and persistent questions regarding what refugee education is for. The author shifts focus from debates over the impacts of specific policies and programs and explores instead how and why different policies and programs were implemented whether they led to meaningful changes in the long-standing challenges of refugee education. She finds that when and where real changes occurred, individuals or small groups of refugees and policymakers acted with tremendous agency and as tireless advocates.

In light of the discrepancy between Britain's and France's postcolonial security roles in Africa, which seemed already determined half a decade after independence, this book studies the making of the postcolonial security relationship during the transfer of power and the early years of independence (1958-1966). It focuses on West Africa, and more specificially the newly independent states of Nigeria and Cote d'Ivoire, which rapidly evolved into key players in the postcolonial struggle for Africa. Based on research in fourteen archives in Africa, Europe, and the United States, Postcolonial Security comparatively investigates the establishment of formal defence relations, the disintegration of the Anglo-Nigerian 'special relationship' and the Franco-Ivorian 'neo-colonial collusion', the provision of British and French military assistance to their former colonies and the competition they faced from West Germany and Israel respectively, and the Anglo-American partnership in Nigeria and the Franco-American rivalry in Cote d'Ivoire. It demonstrates that whereas Britain was rapidly and increasingly pushed out of and replaced in the Nigerian security sector by western competitors, France succeeded in retaining its military foothold and pre-eminence in Cote d'Ivoire. Informed by postcolonial approaches, Postcolonial Security argues that while London's Cold War blinkers and Paris's neo-imperial agenda were part of the equation, the postcolonial security relationship was ultimately determined by the Nigerian and Ivorian elites, which in turn responded to their local and regional circumstances against the background of the Cold War in Africa.

Nigeria has for long been regarded as the poster child for the 'curse' of oil wealth. Due to what is regarded as an African political culture of neopatrimonialism, irreconcilable ethno-religious divisions and predatory subversion of institutions, Nigeria is seen incapable of overcoming the economic deterioration of this 'resource curse'. Yet, Nigeria achieved strong economic growth for over a decade in the twenty first century driven largely by policy reforms in non-oil sectors. The book argues that Nigeria's major development challenge is not an 'oil curse', but one of achieving economic diversification beyond oil, subsistence agriculture, informal activities and across its subnational entities. Through analysis drawing on economic data, policy documents and interviews, the book argues that Nigeria's challenge of economic diversification is situated within a political setting of an unstable distribution of power among individual, group and institutional actors.


Nigeria's ruling elites have lurched from one political crisis to another throughout the country's history and especially in the last two decades of democratic rule. A perpetual state of crisis management orients economic policy to be episodic rather than the systematic and long-term focus necessary to drive the economic transformation Nigeria aspires for. Since the turn of the century, policymaking by successive Nigerian governments despite superficial partisan differences has been oriented towards short-term crisis management of macroeconomic stabilization, restoring growth and selective public sector reforms. To diversify Nigeria's economy, successive governments must reorient towards a consistent focus on: pro-productivity and pro-poor policies, alongside comprehensive civil service and security sector overhaul. These policy priorities, Nigeria's ruling elites are belatedly acknowledging, are crucial to achieving economic transformation. However, this policy shift requires tackling the roots of perpetual political crisis, especially stabilizing the balance of power towards equity and inclusion.
