For more than a decade, Alexis Lerner combed the alleyways, underpasses, and public squares of cities once under communist rule, from Berlin in the west to Vladivostok in the east, recording thousands of cases of critical and satirical political street art and cataloging these artworks linguistically and thematically across space and time. Complemented by first-hand interviews with leading artists, activists, and politicians from across the region, Post-Soviet Graffiti provides theoretical reflection on public space as a site for political action, a semiotic reading of signs and symbols, and street art as a form of text.

The book answers the question of how we conceptualize avenues of dissent under authoritarian rule by showing how contemporary graffiti functions not only as a popular public aesthetic, but also as a mouthpiece of political sentiment, especially within the post-Soviet region and post-communist Europe. A purposefully anonymous and accessible artform, graffiti is an effective tool for circumventing censorship and expressing political views. This is especially true for marginalized populations and for those living in otherwise closed and censored states.

Post-Soviet Graffiti reveals that graffiti does not exist in a vacuum; rather, it can be read as a narrative about a place, the people who live there, and the things that matter to them.

Er eroertert in kritischer Sicht das Verhaeltnis von trennenden und kooperativen Aspekten des Grundgesetzes sowie zahlreiche Einzelfragen wie offene und distanzierende oder Begruendungs- und Wirkungsneutralitaet. Diese oft diffizilen Fragen seien bereichsbezogen im Vorfeld der Entscheidung zu klaeren. Die Schlussentscheidung ueber die Einhaltung der Gleichheits-Rechtsregel unter Beruecksichtigung all dieser auch flexiblen Aspekte ist dann endgueltig. Entweder ist eine Entscheidung oder Norm neutral oder nicht. Neutralitaet ist nicht nur ein objektives Verfassungsprinzip, das wie etwa das Sozialstaatsprinzip nur eine allgemeine Leitlinie darstellt, sondern als Gleichheitsbegriff eine an das Grundgesetz angebundene Rechtsregel (Norm).

Examining the EU's promotion of human rights for lesbian, gay, bisexual, trans+ and intersex (LGBTI) persons in Uganda during the period of 2009 to 2017, this book investigates how a public administration defines and deals with a wicked problem. The empirical puzzle of how the topic of human rights for LGBTI persons, despite its highly contested nature, travelled between Brussels and Kampala, became codified in form of LGBTI Guidelines (2013) and institutionalized within EU foreign policy is addressed as one of translation and sensemaking. The investigation focuses on the process of problem definition in everyday practice by EU staff and EU member states' staff in Brussels and Kampala. This book therefore provides key insights into how public administrations deal with wicked problems, how contested ideas can become institutionalized and how an idea is translated and made sense of across time, levels and cultural boundaries. The findings are of interest especially to scholars of wicked problems, sociological new institutionalism and public administration as well as international relations and EU studies, human rights, gender and sexuality studies.

Schelling came of age during the pivotal and exciting years at the end of the eighteenth century, as Kant's philosophy was being incorporated into the German academic world. At this time, in addition to delving into the new Kantian philosophy, Schelling engaged in an intense study of Plato's dialogues and was immersed in a Neoplatonic intellectual culture. Attention to these aspects of Schelling's early philosophical development illuminates his fundamental commitments. Throughout the first decade of his adult life, from 1792-1802, Schelling was a mystical Platonist. Naomi Fisher argues that Schelling is committed to two overarching theses, which together comprise his mystical Platonism. First, Schelling considers the absolute to be ineffable: It cannot be described in conceptual terms. For this reason, it remains inferentially external to any given philosophical system and is only intimated to us in certain analogical formulations, in works of art, or in nature as a whole. Second, Schelling is committed to a kind of priority monism: All things are grounded in the absolute, but finite things possess an integral unity all their own, and so have a distinct and relatively independent existence. Highlighting these commitments resolves an interpretive dispute, according to which Schelling is a Fichtean idealist or a Spinozist, or he vacillates between these positions. Interpreting Schelling as advancing a mystical Platonism provides an alternative way of interpreting these early texts, such that they are by and large consistent. Fisher presents Schelling's early philosophy as a unique and compelling fusion of the old and new: Schelling fulfills the characteristic aims of post-Kantian philosophy in a way distinctive among his contemporaries, by drawing on and appropriating various strands of Platonism.
