This book examines deliberative democracy and its practical forms and applications in local government public policy. Author Joanna Podgorska-Rykala explores the topic of democracy, leaning in particular on the origins of its representative variant. Analyzing the elite dimension of the concept of representation, she considers what historical and political events have influenced the contemporary shape of democracy and its understanding. How were democratic ideals shaped, and why are we currently experiencing a democratic recession? Why is the debate that should be integral to the functioning of collegiate bodies disappearing? Why aren't decisions based on evidence, and why don't decision-makers take into account expert opinions and stakeholder positions? Drawing on empirical research - interviews with city-level decision-makers - the author considers whether and how deliberative innovation can support the renewal of decision-making in representative institutions.

Deliberative Democracy, Public Policy, and Local Government will be of enormous interest to doctoral students and researchers as well as to practitioners of local government administration, civic leaders, representatives of nongovernmental organizations, and people interested in public affairs. What is it that unites the European Union as a polity? Why is it necessary to democratise the EU? Can EU politicisation help democratising the EU? Why do EU citizens in referenda seemingly vote against the EU? And how can a European identity develop? To tackle these questions, this book makes a theoretical, conceptual and empirical contribution to the study of EU politicisation, democratisation, identity formation, and the ways these three are related to one another. The results of a thorough comparative analysis of two prototypical cases, namely French and German national EU discourses and in particular the discourses on the Treaty on a Constitution for Europe (TCE) in 2005, are discussed in relation to more current events such as Brexit and the French elections of 2022. The book thus develops key concepts and theoretical models and delivers profound findings on EU democratisation, identity, politicisation and contestation and their interrelations.

This book examines how the democratic form and the struggle for democracy reflects, influences and shapes the struggle for social emancipation.

In the context of increased exploitation, rising inequality, and intensified struggle for social justice in the aftermath of the economic crisis, the channelling of populism through liberal democratic institutions has had contradictory effects: giving rise to both Corbyn and Brexit, Sanders and Trump, Syriza and the Golden Dawn, to name but a few. How can we make sense of these developments? In response, this book approaches the idea of democracy from a socialist constitutionalist standpoint and explores institutional forms and principles that challenge and aim at the transformation of the extant social order. This process involves the challenging of well-established ideas of the liberal viewpoint, as well as an unwavering focus on the issue of class rule which enables the highlighting of limitations of -not only mainstream but also heterodox- contemporary approaches to constitutionalism and democracy. Ultimately, democracy is conceived as a process of struggle for creating the conditions, material as well as intellectual, for its actualisation.

In 2020, a group of European researchers got a European Union (EU) grant to do a project called TRANSFORM. The objective of TRANSFORM was to integrate the principle of responsible research and innovation (RRI) into the research and innovation policies of three European regions: Lombardy, Brussels, and Catalonia.

This book tells the story of how TRANSFORM translated RRI into practice, all the way from philosophy of technology to EU policy jargon, to the project contract, and finally into the real-life events in these regions. Responsibility was translated in creative ways, with surprising goals and ambiguous outcomes. Armed with these stories, the book analyses the broader context of the desire for better governance of technoscience and draws two lessons: Firstly, that there is more governance than one may see at first sight, and secondly, that there is a need to rethink the borders of technoscience and the spaces in which it resides.

What is structural injustice, and who ultimately bears responsibility for it? In answering these questions Maeve McKeown goes beyond the widely accepted narrative of unintended consequences and blameless participation to explain how power and responsibility truly function in today's world.

Drawing on case studies from sweatshops to climate change, McKeown identifies three types of structural injustice: the pure and unintended accumulation of disparate activities; the avoidable injustice that could be ameliorated by the powerful but nevertheless continues; the deliberate perpetuation of structural processes that benefit powerful political and economic agents. In each of these, the role of power is different which changes the allocation of responsibility.

From this understanding, we can shape a deeper, more sophisticated idea of how structural injustice operates and what we as individuals can do about it. What is the political responsibility of ordinary individuals? How can ordinary individuals with very little power pressure morally responsible, powerful agents to address structural injustice? Do we have the same responsibility for historical injustice as we do for that which we see in today's world? This is fundamental reassessment of the relationship between power, ordinary people and responsibility for structural injustice.
