≫Separation of Powers, Functional Organ Structure and Legitimation in Budgetary Law≪: The thesis examines the effects of budgetary legislation on the control, organization and legitimation of the state and comes to conclusion that essential problems of budgetary law can be solved by a differentiated consideration of budgetary legislation according to these three aspects. Considering the examples of popular legislation and European integration, it then examines how these findings can be used to develop the law.
