One of the fundamental assumptions regarding the modern state is that it must have the capacity to defend itself from external enemies. Yet, there are twenty-one countries today-one ninth of the United Nations' membership-that do not maintain standing armies. What historical contexts, geographical endowments or socio-economic conditions allow or even encourage a state to go without an army? When does a country decide not to have an army, and under what circumstances is the issue even discussed? What kind of security provisions or guarantees, if any, do countries that consider demilitarization seek prior to making such a decision? And what are the disadvantages and benefits of not fielding a standing army? Zoltan Barany addresses all of these questions and more with three core arguments. First, he shows that the question of whether to create a new army or disband an extant force tends to arise at critical historical junctures for a nation. This may follow a civil war, a military coup, or an economic collapse. Second, virtually all of the states that do not maintain standing armies enjoy formal or informal security arrangements that provide explicit guarantees or implicit assurances that sovereignty will be safeguarded. Third, demilitarized states are more democratic and generally better off - and often far better off - in terms of political stability and nearly every measurable variable of socio-economic well-being than similar countries that maintain standing armies. States without Armies sheds new and counterintuitive light on the role of force in the international state system.

Using case law, this book explores the controversial issues associated with excited or hyperactive delirium with severe agitation, including the appropriate use of tasers, and the inhumane practice of applying bodyweight pressure on subjects by placing them face down in the prone position, depriving them of the ability to breathe.

This study alerts society to the urgent need to treat excited delirium as a medical emergency, rather than a crime scene where a multi-agency collaborative effort can de-escalate and manage these hyperthermic and paranoid individuals allowing them an opportunity to live. It also argues that the reaction of some U.S. states, that are prohibiting the term "excited delirium" and preventing officers from getting adequately trained, can have devastating results by increasing municipal liability for failure to train. The discourse, scholarship, and practice of transitional justice have become pivotal to addressing historical systematic injustices. However, until recently, the field has largely overlooked some of the most enduring and pervasive injustices of human history: racism and the colonialism and slave-trade that both reflected and fuelled it. Race and Transitional Justice examines how race and racism interact with transitional justice mechanisms and institutions to question why this is the case, and how it could be different. Bringing together diverse perspectives to examine the historical and socio-political contexts of transitional justice, this book argues that the field remains largely inattentive to the role of race. As a result, transitional justice institutions may be sustaining the very racialization that they are expected to remedy. The contributions offer a range of responses. Since the last decade of the twentieth century, there has been talk of a return of religion in Western societies - the very societies that were regarded by many people as undergoing an irreversible process of secularization. Paul Ricoeur's philosophical writings on religion are contemporaneous with this movement of secularization and return, while at the same time his work complicates the schema. In Ricoeur's view, religion is part of the universe of convictions in which subjects live concretely, convictions that deserve to be heard and placed under the lights of argumentation and discussion.

For Ricoeur, religion is the other of philosophy, the non-philosophical par excellence. He did not write a systematic philosophy of religion, but he wrote extensively about religion as a meeting place for language and conviction. The essays in this volume, written between 1953 and 2003, attest to the coherence, richness, and variety of Ricoeur's secular and philosophical approach towards religion. They range over the problem of guilt, the legitimacy or otherwise of Freudian, Marxist, and other critiques of religion, the relation between experience and language in religious discourse, the study of biblical hermeneutics, the nature of religious belief, and reflections on sacrifice, gifts, and debt. Ricoeur draws on religion to think, while not neglecting the analysis of religion itself.

The idea that human beings possess a substantive source of non-experiential evidence (intuitions) has been ridiculed as mystical or hopelessly mysterious. This Element argues that intuitions are neither. On the contrary, it argues that intuitions are a ubiquitous and familiar feature of our cognitive lives and that their evidential status is no more puzzling than that of any other source of evidence. The author does not, however, parry this accusation by assimilating intuitions to less metaphysically uncomfortable entities. Assimilation is futile. Rather, they treat intuitions as their own kind of sui generis intentional states. But unlike many treatments of intuition, the focus is not on their role in the "a priori" disciplines. Instead, the author argues that eschewing intuitions undermines our knowledge on a very broad scale; they are epistemically indispensable. Should our beliefs be proportioned to our evidence? Are we doing something wrong in believing with little or no evidence? And may our beliefs be based partly or wholly on moral or practical considerations? These questions are harder than you think. In an era of constant policy growth (known as policy accumulation), effective policy implementation is a growing challenge for democratic governance across the globe.
