Koreans long saw China as a mentor. The first form of written Korean employed Chinese characters and remained in administrative use until the twentieth century. Confucianism, especially Neo-Confucian reasoning about the state and its role in promoting a virtuous society, was central to the construction of the Korean government in the fourteenth century. These shared Confucian principles were expressed in fraternal terms, with China the older brother and Korea the younger. During the Ming Dynasty, mentor became protector, as Korea declared itself a vassal of China in hopes of escaping ruin at the hands of the Mongols. But the friendship eventually frayed with the encroachment of Western powers in the nineteenth century. Koreans began to reassess their position, especially as Qing China seemed no longer willing or able to stand up for Korea against either the Western powers or the rising military threat from Meiji Japan. The Sino-Korean relationship underwent further change over the next century as imperialism, nationalism, revolution, and war refashioned states and peoples throughout Asia. Westad describes the disastrous impact of the Korean War on international relations in the region and considers Sino-Korean interactions today, especially the thorny question of the reunification of the Korean peninsula.

Illuminating both the ties and the tensions that have characterized the China-Korea relationship, Empire and Righteous Nation provides a valuable foundation for understanding a critical geopolitical dynamic.

As a broad category of identity, "transgender" has given life to a vibrant field of academic research since the 1990s. Yet the Western origins of the field have tended to limit its cross-cultural scope. Howard Chiang proposes a new paradigm for doing transgender history in which geopolitics assumes central importance. Defined as the antidote to transphobia, transtopia challenges a minoritarian view of transgender experience and makes room for the variability of transness on a historical continuum.

Against the backdrop of the Sinophone Pacific, Chiang argues that the concept of transgender identity must be rethought beyond a purely Western frame. At the same time, he challenges China-centrism in the study of East Asian gender and sexual configurations. Chiang brings Sinophone studies to bear on trans theory to deconstruct the ways in which sexual normativity and Chinese imperialism have been produced through one another. Using more than a decade's worth of fieldwork in South Sudan, Clemence Pinaud here explores the relationship between predatory wealth accumulation, state formation, and a form of racism-extreme ethnic group entitlement-that has the potential to result in genocide.

War and Genocide in South Sudan traces the rise of a predatory state during civil war in southern Sudan and its transformation into a violent Dinka ethnocracy after the region's formal independence. That new state, Pinaud argues, waged genocide against non-Dinka civilians in 2013-2017.

During a civil war that wrecked the region between 1983 and 2005, the predominantly Dinka Sudan People's Liberation Army (SPLA) practiced ethnically exclusive and predatory wealth accumulation. Its actions fostered extreme group entitlement and profoundly shaped the rebel state. Ethnic group entitlement eventually grew into an ideology of ethnic supremacy.

After that war ended, the semi-autonomous state turned into a violent and predatory ethnocracy-a process accelerated by independence in 2011. The rise of exclusionary nationalism, a new security landscape, and inter-ethnic political competition contributed to the start of a new round of civil war in 2013, in which the recently founded state unleashed violence against nearly all non-Dinka ethnic groups. Pinaud investigates three campaigns waged by the South Sudan government in 2013-2017 and concludes they were genocidal-they sought to destroy non-Dinka target groups. She demonstrates how the perpetrators' sense of group entitlement culminated in land-grabs that amounted to a genocidal conquest echoing the imperialist origins of modern genocides.

African regional organizations have played leading roles in constructing collective conflict management rules for the continent, but these rules or norms have not been static. Currently, the African Union (AU) deploys monitors, authorizes peace support operations, and actively engages to resolve internal conflicts. Just a few decades ago, these actions would have been deeply controversial under the Organization of African Unity (OAU). What changed to allow for this transformation in the way the African regional organization approaches peace and security? African peace examines why the OAU chose norms in 1963 that prioritized state security and led to a policy of strict non-interference - even in the face of destabilizing violence - and why the AU chose very different norms leading to a disparate conflict management policy in the early 2000s. Even if the AU's capacity to respond to conflict is still developing, this new policy has made the region more willing and capable of responding to violence. Nash argues that norm creation largely happened within the African context, and international pressure was not a determinant factor in their evolution. The role of regions in the international order, particularly the African region, has been under-theorized and under-acknowledged, and this book adds to an emerging literature that explores the role of regional organizations in the Global South in creating and promoting norms based on their own experiences and for their own purposes.

A groundbreaking narrative of how the United States offered the promise of nuclear technology to the developing world and its gamble that other nations would use it for peaceful purposes. After the Second World War, the United States offered a new kind of atom that differed from the bombs that destroyed Hiroshima and Nagasaki. This atom would cure diseases, produce new foods, make deserts bloom, and provide abundant energy for all. It was an atom destined for the formerly colonized, recently occupied, and mostly non-white parts of the world that were dubbed the "wretched of the earth" by Frantz Fanon. The "peaceful atom" had so much propaganda potential that President Dwight Eisenhower used it to distract the world from his plan to test even bigger thermonuclear weapons. His scientists said the peaceful atom would quicken the pulse of nature, speeding nations along the path of economic development and helping them to escape the clutches of disease, famine, and energy shortfalls. That promise became one of the most misunderstood political weapons of the twentieth century. It was adopted by every subsequent US president to exert leverage over other nations' weapons programs, to corner world markets of uranium and thorium, and to secure petroleum supplies. Other countries embraced it, building reactors and training experts. Atomic promises were embedded in Japan's postwar recovery, Ghana's pan-Africanism, Israel's quest for survival, Pakistan's brinksmanship with India, and Iran's pursuit of nuclear independence. As The Wretched Atom shows, promoting civilian atomic energy was an immense gamble, and it was never truly peaceful. American promises ended up exporting violence and peace in equal measure. While the United States promised peace and plenty, it planted the seeds of dependency and set in motion the creation of today's expanded nuclear club.

Maritime piracy's improbable re-emergence following the end of the Cold War was surprising as the image of pirates evokes masted galleons and cutlasses. Yet, the number of incidents and their intensity skyrocketed in the 1990s and 2000s off of the coasts of Indonesia, Malaysia, the Philippines, India, Bangladesh, Nigeria, and Somalia. As Ursula Daxecker and Brandon Prins demonstrate in Pirate Lands, Maritime piracy-like civil war, terrorism, and organized crime-is a problem of weak states. Surprisingly, though, pirates do not operate in the least governed areas of weak states. Daxecker and Prins address this puzzle by explaining why some coastal communities experience more pirate attacks in their vicinity than others. They find that pirates do well in places where elites and law enforcement can be bribed, but they also need access to functioning roads, ports, and markets. Using statistical analyses of cross-national and sub-national data on pirate attacks in Indonesia, Nigeria, and Somalia, Daxecker and Prins detail how governance at the state and local level explain the location of maritime piracy. Additionally, they employ geo-spatial tools to rigorously measure how local political capacity and infrastructure affect maritime piracy. Drawing upon interviews with former pirates, community members, and maritime security experts, Pirate Lands offers the first comprehensive, social-scientific account of a phenomenon whose re-appearance after centuries of remission took almost everyone by surprise.

After each convict ate a marzipan cake poisoned with deadly aconite, one of them received the antidote, and lived-the other died in agony. Joao Labareda argues that the set of shared political institutions at EU level, including the European Parliament and the Court of Justice of the EU, generate democratic duties of redistribution among EU citizens. International treaties are the primary means for codifying global human rights standards. However, nation-states are able to make their own choices in how to legally commit to human rights treaties. A state commits to a treaty through four commitment acts: signature, ratification, accession, and succession. These acts signify diverging legal paths with distinct contexts and mechanisms for rights change reflecting legalization, negotiation, sovereignty, and domestic constraints. As a rule, countries consider clearly defined international borders to be paramount for their survival and prosperity. Most borders gain definition peacefully and, once they do, these definitions stick (i.e., the border remains settled). The failure to define borders, however, produces protracted, geopolitical, militarized competitions (or rivalries) between neighboring countries. Rider and Owsiak model this failure as a particular type of bargaining problem - namely, bargaining over territory that affects the distribution of power between neighbouring states significantly - that undermines efforts to resolve border disagreements peacefully. Countries must then overcome this bargaining problem or risk falling into a protracted rivalry, which then needs to be addressed with more resources. The authors develop a theory of how borders settle. They then explore the consequences of the failure to settle, theoretically connecting it to the onset of rivalries. This leads to the process that helps rivals overcome the bargaining problem, resolve their border disagreement, and terminate their rivalry.

The Chinese government has more control over more wealth than any other government in world history. With the Communist Party controlling the "commanding heights" of the world's second-largest economy, China appears ideally structured to pursue economic statecraft, using economic resources to advance its foreign policy goals. Drawing upon extensive field research across Asia and Europe, Orchestration traces the origins, operations, and effectiveness of China's economic statecraft. In this book, James Reilly examines the ideas and institutions at the heart of China's approach to economic statecraft, and assesses Beijing's orchestration in four cases: Myanmar, North Korea, Western Europe, and Central/Eastern Europe. China's unique experience as a planned economy, and then a developmental state, all under a single Leninist party, left Chinese leaders with unchallenged authority over their economy. However, despite successfully mobilizing companies, banks, and local officials to rapidly expand trade and investment abroad, Chinese leaders largely failed to influence key policy decisions overseas. For countries around the world, economic engagement with China thus yields more benefits with fewer costs than generally assumed. Orchestration engages three central questions. First, why does China deploy economic statecraft in this particular fashion? Secondly, when is China's economic statecraft most effective? Finally, what can the China case tell us about economic statecraft more broadly? The findings show how China uses economic resources to exert influence abroad and identify when Beijing is most effective. By exploring the domestic drivers of China's economic statecraft, this book helps launch a new research field: the comparative study of economic statecraft.

Why do conflict-generated diasporas mobilize in contentious and non-contentious ways or use mixed strategies? This book develops a theory of socio-spatial positionality and its implications for the individual agency of diaspora entrepreneurs. A novel typology features four types of diaspora entrepreneurs-Broker, Local, Distant, and Reserved-depending on the relative strength of their socio-spatial linkages to host-land, original homeland, and other global locations. A two-level typological theory captures nine causal pathways unravelling how diaspora entrepreneurs operate in transnational social fields and interact with host-land foreign policies, homeland governments, parties, non-state actors, critical events, and limited global influences. Non-contention often occurs when diaspora entrepreneurs act autonomously and when host-state foreign policies converge with their goals. Dual-pronged contention is common under the influence of homeland governments, non-state actors, and political parties. The most contention occurs in response to violent events in the original homeland or adjacent to it fragile states. The book is informed by 300 interviews among the Albanian, Armenian, and Palestinian diasporas connected to de facto states, Kosovo, Nagorno-Karabakh, and Palestine respectively. Taking on the traditional Eurocentric Big Bang theory, or the 'expansion of the West' narrative, this book reveals the multicultural origins of globalisation and the global economy, not so as to marginalise the West but to show how it has long been embedded in complex interconnections and co-constitutive interactions with non-Western actors/agents and processes. The central empirical theme is the role of Indian structural power that was derived from Indian cotton textile exports. Indian structural power organised the first (historical-capitalist) global economy between 1500 and c.1850 and performed a vital, albeit indirect, role in the making of Western empire, industrialisation and the second (modern-capitalist) global economy. These textiles underpinned the complex inter-relations between Africa, West/Central/East/Southeast Asia, the Americas and Europe that collectively drove global economic development forward.
