There is a fundamental paradox in counter-terrorism: while Muslim state elites insist that Islam has nothing to do with terrorism, the way Muslim states deal with terrorism has everything to do with Islam. In countries like Morocco and Tunisia, terrorism is treated by governments as if it is a religious problem. Elsewhere, in Malaysia, Islamic actors are relied upon to conduct "deradicalization" programs, Islamic institutions are the key authors of counter-radicalization materials, and Islamic expertise is often considered interchangeable with counter-terror expertise. These findings draw attention to a security logic whereby Islam and Islamic interventions have become central to solving the problem of terrorism. Even so, competition with defense exporters from other countries and concerns about weak allies that fall short on burden-sharing responsibilities can override domestic constraints. The following chapters first theorise and conceptualise the gap, to then present the core empirical findings from the collective research. These findings show that students' views on democracy in the EU are similar across the countries. Quite unexpectedly, students express strong claims to the EU, lining out a "Normative Power Europe 2.0" that is a global actor, defends democracy, and fights climate change. The EU is associated with values such as equality, freedom, and the rule of law. In particular, non-EU citizens see the EU as an ideal. Students make out several gaps: between citizens and EU institutions, among different member states, and among citizens. Finally, the results reveal the students as critical and informed, but passive EU citizens.

The need and desire for people to move from one place to another, including and especially from one state to another, generates responses from fear and hostility to welcome and compassion. At one extreme, closing borders is the most compelling option for many who wish to repel movements they do not endorse. Others struggle for open borders, but their demands are widely considered politically unfeasible. Between these two poles, the majority of public and scholarly debate pits the human rights of the migrant against the sovereign rights of the state. The sense that there is no escape from the tensions between contending rights gives rise to both enthusiastic and reluctant support for border controls, as either the best or the least-worst options available to deal with the existential stakes of human mobility.

Anne McNevin shows why this impasse need not define the limits of political possibility. This book offers a vision of a different border politics, drawing on diverse examples, from a site of immigration detention in Papua New Guinea, to Australian Indigenous modalities of sovereignty to contemporary abolitionist movements. Highlighting inventive practices that prefigure a different kind of world, McNevin makes the case for imagination and experimentation as crucial practical components of geopolitical transformation.
