Details the Belt and Road global infrastructure development initiative as the most important instrument for China's leadership under Xi Jinping to create an alternative global economic and geopolitical order to challenge the United States.

In the opening decades of the twenty-first century the Chinese Communist Party (CCP) leadership under Xi Jinping has created a worldwide Sino-centric network, the Belt and Road Initiative (BRI), to challenge American dominance in world affairs. Encompassing economic, financial, political, and strategic relations, the CCP's belief is that the funds, construction projects, and promises offered by the BRI will generate a widespread perception of the inexorability, legitimacy, and thus acceptability of a Chinese world order. Consisting initially of a land-based "Silk Road Economic Belt," an oceangoing "Maritime Silk Road," and the China-Pakistan Economic Corridor, the BRI has expanded to involve more than 140 countries and includes a Health Silk Road, Digital Silk Road, and Polar Silk Road, but it has also experienced serious challenges. Using power transition theory, Chien-peng Chung carefully investigates and evaluates the enterprise's benefits and shortcomings, concluding that it is still too early to consider the BRI a success.

Saying what one thinks can be difficult; sometimes one knows that a thought is there, but it takes time and effort to find its proper articulation. This book is about articulatory self-knowledge, or the sort of knowledge about one's own mind that results from successful attempts to articulate evasive thoughts of this kind. Rather than account for this phenomenon as mere verbal blockage or hermeneutical impoverishment, Lea Salje argues that the obstacle to articulation in these cases has to do with the representational metaphysics of the thought. When it first occurs, the thought has the wrong representational format to serve as the content of a sentence -- work must be done on it before it can be uttered aloud. What results is a picture of a little explored form of psychological self-knowledge that reveals hidden parts of one's mind to oneself even as one goes about creating the thought in its new, articulated form. The final parts of the book explore the role of conversation in drawing out articulations of this kind, and the possible expression of thoughts in art. By the end of Saying What One Thinks, articulatory self-knowledge no longer looks like a mere quirk of our psychology, but emerges as a central feature of distinctively human cognition.

The Middle East has traditionally been understood as a world region by policy, political science, and the public. Its borders are highly ambiguous, however, and rarely explicitly justified or theorized. This Element examines how the current conception of the Middle East emerged from colonialism and the Cold War, placing it within both global politics and trends within American higher education. It demonstrates the strategic stakes of different possible definitions of the Middle East, as well as the internal political struggles to define and shape the identity of the region. It shows how unexamined assumptions about the region as a coherent and unified entity have distorted political science research by arbitrarily limiting the comparative universe of cases and foreclosing underlying politics. It argues for expanding our concept of the Middle East to better incorporate transregional connections within a broader appeal for comparative area studies.

Brothers Behind Bars tells the harrowing, yet fascinating, story of the imprisonment of the Muslim Brotherhood--the largest Islamist movement in Middle Eastern history--in Egypt stretching from the Palestine war in 1948 to the consolidation of President Anwar al-Sadat's rule in 1975. Drawing on prison memoirs written by Muslim Brothers and Sisters, Mathias Ghyoot takes the reader on a rare journey behind the prison walls to show how radicals and moderates, ministers and intelligence officers, clerics and jailers were embroiled in an epic battle to define Islam in modern Egypt. Ghyoot argues that Egypt's state institutions played a crucial role in shaping ideologies within the Muslim Brotherhood, demonstrating how the institution of the prison became a critical site for the formation of political resistance in modern Egypt. Although prison severely encroached on the freedom of the Muslim Brothers, it also spurred reflection and conversations among them as well as with political prisoners of other ideological convictions, most notably communists and Zionists. By emphasizing not what state repression restricted the Muslim Brothers from doing, but rather what it allowed them to do, Ghyoot shows how the ideology of the Muslim Brothers was shaped not only by internal debates but also by encounters--good and bad--with leftist intellectuals, religious clerics, and intelligence officers inside Egypt's prisons. Ghyoot recounts how, amidst crushing state repression, the Muslim Brothers established an underground prison society that came to serve as a template for the utopia they envisioned for an Islamic Egypt. Brothers Behind Bars offers a new understanding of Islamism in twentieth-century Egypt.

Introducing the concept of "institutional genes" (IGs), the book examines how the IGs institutional genes of Soviet Russia merged with those of the Chinese imperial system, creating a durable totalitarian regime with Chinese characteristics - Regionally Administered Totalitarianism. In The Time beneath the Concrete, Nasser Abourahme argues that settler colonialism is always as much an attempt to conquer time as it is to conquer land. Taking as his primary object Palestinian refugee camps, created in the fallout of the eliminatory violence of Israel's founding, Abourahme shows how these camps become the primary place where settler colonial attempts to dominate space and time encounter Indigenous refusal. Seen from the camps, Israel becomes a settler colonial project defined by its inability to move past the past-a project stuck at its foundational moment of conquest. At the same time, the Palestinian insistence on return is a refusal to abide by the closure of the past into settler futurity. Palestinian struggle does not just happen in the open time of dispossession; it happens over this time. That struggle, Abourahme demonstrates, is a form of anticolonial refusal that draws its power not from any decisive finality, but precisely from irresolution and keeping time open.

Santiago MuNoz-ArbelAez examines the intricate and disputed processes that reshaped the peoples and landscapes of present-day Colombia into a kingdom within the global Spanish monarchy. Drawing on correspondence, visitation reports, judicial records, maps, textiles, and accounting and legal documents created by Europeans and Indigenous peoples, MuNoz-ArbelAez outlines the painstaking century-long effort between 1530 and 1630 to consolidate the kingdom. In Afterlives of Discovery, heidi andrea restrepo rhodes traces global and national histories as they entangle through the concept and material life of Discovery across Colombia's evolution into a liberal settler colonial state. Rather than seeing Discovery as a singular event or bygone era, rhodes theorizes Discovery as a globally encompassing, racialized formation of domination and geographic speculation that continues to structure settler colonialism. Discovery's logics, they argue, are rooted in colonial and capitalist fantasies projected onto the racialized space and place of the colonized other. rhodes draws on critical theory, human rights research, and Colombian archives to challenge dominant narratives that maintain the Colombian armed conflict began as a Marxist insurgency in 1964. On the Semicivilized by Julia Elyachar is a sweeping analysis of the coloniality that shaped-and blocked-sovereign futures for those dubbed barbarian and semicivilized in the former Ottoman Empire. Drawing on thirty years of ethnographic research in Cairo, family archives from Palestine and Egypt, and research on Ottoman debt and finance to rethink catastrophe and potentiality in Cairo and the world today, Elyachar theorizes a global condition of the "semicivilized" marked by nonsovereign futures, crippling debts, and the constant specter of violence exercised by those who call themselves civilized.
