This open access edited book connects two strands of federal studies, fiscal federalism, and diversity accommodation, to answer two closely interrelated questions. The first of these is to what extent has the need to accommodate diversities determined financial relations and their evolution? The authors answer this question by conducting a thorough investigation of the types of diversity that drive such evolution. The second question is does fiscal federalism have a broadly positive or negative impact on the accommodation of diversities, by producing institutional solutions that either integrate a federal system or pull it apart?

This book examines Romania's efforts to consolidate liberal democracy and market economy, as desired by the generation who effected change in 1989 and required by the European Union. The ousting of Nicolae Ceausescu, leader of an autarchic and nationalistic dictatorship, underscored the limitations of politically engineering change when rule of law is weak, institutions are misused, and intolerance and cheating are prevalent. Despite initial hopes, Romania's transition combined progress and stagnation, missed opportunities, detours, unintended consequences, and success. The contributions illustrate the tenuous relationship between continuity and change in a country that is yet to catch up with its neighbors.

This book offers a multidisciplinary redefinition of China's model of crony comprador capitalism. The author argues that this model emerged through the fusion of market Leninism and global capitalism in the early 1990s within the post-Cold War and post-Communist global context. While driving robust export-led growth, this approach hindered China's structural transformation and limited its ascent, ironically leading to the regime's accelerating totalitarian turn and the onset of a new Cold War. In line with the call for 'Capitalism 3.0,' the book advocates Western decoupling from China and promoting the country's transition to a democratic developmental state, fostering a safer world for democracy over autocracy. Since its existence in the 1950s, consumer policy in Germany has been understood and pursued primarily as a bundle of actions and measures initiated and institutionalised by the state. In many cases, the state has also issued corresponding mandates and set up support models, which has created the impression that we are basically dealing with a 'consumer policy from above' imposed by macro-politics. Not that there have not been repeated attempts in the past decades to give impetus to consumer policy from the middle of civil society - often in the form of small citizens' initiatives. And in recent years in particular, a number of new consumer organisations have emerged which operate much closer to the grass roots. Nevertheless, the impression seems to have taken root among the large, government-related 'players' in the field, who have been in the 'business' for decades, not to mention government-internal consumer policy, that consumer policy concerns a policy field that is essentiallyordered by a collaboration of the state on the one hand, and consumer protection organisations representing all consumers equally on the other, while the many small consumer initiatives, not even started by individual committed consumers, regularly fall behind in comparison. This perspective refers largely to the view of and from the centre of politics. This volume is intended to go some way towards countering the institutionally prevailing impression that, in principle, there is only 'consumer policy from above' that is really effective and assertive.

What are the experiences and lessons of all countries' modernization in the world? What is the universality and particularity of Chinese Path to Modernization? As conclusion, the author draws a clue to understand Chinese path to modernization, which is neither "making up for the lessons" nor a "convergence", but an "innovation" built upon the general principles of modernization.
