This book provides a comprehensive analysis of municipal amalgamation reforms in Europe. Adopting the analytical and methodological tools of comparative historical analysis, it examines how the history of local government systems has conditioned the adoption of municipal amalgamation reforms across time and space. Beginning with Sweden's early amalgamation reforms during the late 1940s and early 1950s, it assesses how the evolution of the Welfare State, decentralization, urbanization, and economic growth have all impacted amalgamation reforms in ten other European countries.

The book challenges the prevailing theory that amalgamations are implemented by rational design to improve the efficiency and capacity of local governments. Instead, it argues that state sovereignty, regime changes, centralization of authority and diffusion effects are more likely causes of the adoption of municipal amalgamation reforms. It will appeal to all those interested in public administration, public policy, European politics, and local governance studies.

Spatestens seit den Uebernahmen von WhatsApp und Instagram durch Facebook, heute Meta, wird auch in der breiten Oeffentlichkeit uber die wettbewerbliche Bewertung von Zusammenschlussen zwischen neuen Marktteilnehmern mit innovativen Geschaftsideen und etablierten marktmachtigen Unternehmen diskutiert. Dies beinhaltet unter anderem auch die Problematik von sogenannten Killer Acquisitions. Eine wettbewerbliche Bewertung solcher Zusammenschlusse setzt aber zunachst uberhaupt deren Kontrollierbarkeit voraus. An dieser Stelle setzt die vorliegende Untersuchung an und widmet sich der Suche nach bestehenden Regelungslucken der Fusionskontrolle. Als Loesungsansatz wird sodann auf die Anwendung des Art. 102 AEUV als Mittel der Zusammenschlusskontrolle eingegangen. Dieser Ansatz ist kurzlich durch die Entscheidung des Europaischen Gerichtshofs in der Sache Towercast nach fast 50 Jahren wieder in den Fokus des Kartellrechts geruckt. Die Arbeit bietet hier eine umfassende Analyse der Anwendbarkeit des Art. 102 AEUV sowohl im Hinblick auf die Einordnung in die heutige Systematik des Kartellrechts als auch die Anwendung der Norm an sich.

Research on concepts has concentrated on how people apply concepts when presented with a stimulus. Equally important, however, is the use of concepts offline, while planning what to do or thinking about what is the case. There is strong evidence that inferences driven by conceptual thought draw heavily on special-purpose resources--sensory, motoric, affective, and evaluative. At the same time, concepts afford general-purpose recombination and support content-general reasoning processes, which have long been the focus of philosophers. There is a growing consensus that a theory of concepts must encompass both kinds of processes. Nicholas Shea shows how concepts can act as an interface between content-general reasoning and special-purpose systems. Concept-driven thinking can take advantage of the complementary costs and benefits of each. This book sets out an empirically-based account of the different ways in which thinking with concepts leads us to new conclusions and underpins planning and decision-making. It also outlines three useful implications of this account. First, it allows us to reconstruct the commonplace idea that thinking draws on the meaning of a concept. Second, it offers insight into how human cognition avoids the frame problem and the complementary, less discussed, 'if-then problem' for dispositions acquired from experience. Third, it shows that metacognition can apply to concepts and concept-driven thinking in various ways. The framework developed in the book elucidates what makes concept-driven thinking an especially powerful cognitive resource.

This Element offers seven propositions toward a theory of 'Our Urban Planet' that is useful to global urban historians. I argue that historians have much to offer to theorists particularly those involved in debates over planetary urbanization theory and the Anthropocene. We must enlarge our concept of 'urban' to include spaces that make cities possible and that cities make possible and become comfortable with longer temporal frames that nest global urban history within Earth Time.
