The newly discovered papers and colourfully-written letters of Anglo-Irish Sir Henry Dobbs, which form the backbone of this book, reveal his importance in the development of the modern Middle East.
An influential civil servant and Britain's longest serving High Commissioner in Iraq at a time when the British empire was facing increasing challenges to its once dominant position, he describes the difficulties of governing first in India then in the formerly Ottoman Mesopotamia during WW1. Here, Dobbs had to devise administrative systems while often at odds with his superior, Sir Percy Cox. In the discussions that followed the Third Afghan War, Dobbs manoeuvred between the different views in London and Delhi with great dexterity to negotiate alone with the Amir of Afghanistan the enduring 1921 Anglo-Afghan treaty.

Having accepted from the League of Nations the responsibility for taking the newly-created Iraq to sustainable independence in the aftermath of WW1, the cash-strapped British government came under great domestic pressure to abandon it. Key to British support continuing was Iraqi acceptance of the controversial 1922 treaty with Britain. This Dobbs achieved by disregarding the unhelpful approach recommended by London and, risking his career, he pressed on with his own wholly unauthorised tactics. In other initiatives, Dobbs ensured that Mosul province remained within Iraq. Dobbs consistently pressed for Iraq's early independence - granted in 1932, the first territory in the former Ottoman Empire to gain it.

An early advocate of self-determination Dobbs was frequently at odds with the more traditional imperial approach of his superiors. He always endeavoured to balance the aspirations and needs of overseas communities for whom he was responsible with the interests of Britain which he represented.

The myth that kamikaze, or divine winds, protected Japan against the Mongol invasions of 1274 and 1281 is linked to a belief in absolute victory in the Pacific War in the twentieth century. But what was the representation of a historical past in Japan, and what role did it play as a repertoire of cultural identity before the rise of hyper-nationalism?

The Historical Writing of the Mongol Invasions in Japan is about the names for Japan and the Mongols, the commemoration of battle sites and ancestors, and the antiquarian exchanges within confined circles in the seventeenth and eighteenth centuries. In the Tokugawa culture of appearances, historical writing and related genres affirmed status identity. In the first two-thirds of the nineteenth century, the exploits of thirteenth-century warriors served as a model for propagating revolutionary change in Japanese cities, whereas in the 1880s and 1890s, conservative associations appropriated the defense against the Mongol invasions as a symbol of patriotism. The Historical Writing of the Mongol Invasions in Japan thus points to the continuities and ruptures that marked the emergence of a national culture after the Meiji Restoration of 1868.

When states mount information campaigns against each other, they are trying to change the narrative. The digital platforms of the new information environment have been identified by various analysts as a significant factor in contemporary strategy and crisis management. But while social media is noisier and more chaotic than traditional media, and unprecedented in its immediacy and accessibility, has it thus far been a game changer in strategic affairs?

In this Adelphi book, Sir Lawrence Freedman and Heather Williams examine the impact of state-led digital information - or disinformation - campaigns in four contexts: the India-Pakistan crisis over Kashmir in 2019; the heightened tensions between the United States and Iran following the assassination of Qasem Soleimani in 2020; China's messaging in response to the COVID-19 pandemic from 2020-22; and the Russia-Ukraine crisis from 2013-23. While noting the meaningful consequences of digital information campaigns, in each case the authors call for a sense of perspective. Such campaigns are only one aspect of wider political struggles. They are also difficult for their initiators to control, and less likely to influence foreign audiences than domestic ones. Overall, the authors argue, there is little evidence so far to suggest such campaigns will have as much influence over contemporary crises as the classical instruments of military and economic power.

The Kurdistan Workers' Party (PKK) is a Kurdish militant political organization and armed guerrilla movement. Interweaving material analysis with oral history collection and archival sources, this book considers how Delhi's Partition refugees have interacted with the city's built landscapes through time. It demonstrates how government-built refugee colonies, influenced by both socialist and capitalist design philosophies, provided an effective and adaptable setting for resettlement. In contrast, it illustrates how Delhi's pre-Partition landscapes-including 'evacuee properties' vacated by out-migrating Muslims and sections of the planned, colonial capital-have proven more problematic venues for rehousing. In these contexts, refugee families navigated life within homes shaped by past occupants and colonial-era wealth disparities. The book highlights that despite such difficulties and the unprecedented scale of Partition's impact on Delhi, refugees have obtained an impressive degree of material success and social acceptance in the city. This example challenges assumptions about the aid-dependency of refugee communities, the potential effectiveness of public housing, and the mutability of national belonging.
