This book explores the effectiveness of governance networks on the design and implementation of sustainability strategies.

European cities are actively developing sustainability strategies to address the impact of climate change. One recent approach many cities have taken is the creation of 'governance networks': groups of public, private and third sector organisations, which collaborate to support urban sustainability efforts. Drawing on two case studies in Glasgow and Copenhagen, this book explores the concept of governance networks in theory and practice, revealing how stakeholder collaboration, leadership and innovation within these networks can help or hinder the process. In Speaking of Silence in Heidegger, Wanda Torres Gregory critically analyzes Heidegger'sthoughts on silence. Arguing that silence about silence is a guiding principle in his sparse and often reticent words, Torres Gregory sets out to decipher their elusive meanings. Charting the trajectory of Heidegger's reflections, from Being and Time to On the Way to Language, she shows that he develops his ideas of silence in increasingly closer relations to his also evolving ideas of truth as the unconcealedness of being/beyng and language as disclosive sonorous saying. Torres Gregory distinguishes between human, primordial, and primeval forms of silence, and the linguistic, pre-linguistic, and proto-linguistic levels at which silence can occur in relation to sonorous speech. While the book focuses on these inner conceptual dynamics, the author remains mindful of Heidegger's ties to National Socialism and clarifies how his theoretical assumptions allow for oppressive silencing. This book argues that a leading cause of the political instability in the Horn of Africa is a crisis of governance, caused by extreme centralization of power, weak institutions, and the failure to institutionalise the responsible use of authority.

In recent years, many attempts have been made to resolve the ongoing conflicts in Somalia and South Sudan, but problems remain, and in 2019 the instability spread to Ethiopia. This book critically examines how many of the governance problems in the region can be addressed through institutional design. The central argument is that an inclusive system of governance through federalism, devolution, and inclusive political institutions as well as ensuring the institutionalization of power through strengthening the rule of law has the potential to make governments more accountable, inclusive, and be able to deliver critical services. Such systems ensure relative stability and peace and reduce the risks of state fragmentation - a major concern in the region.

Demonstrating that the threats of further fragmentation and conflict due to the crisis of governance are likely to continue unless serious steps are taken to deal with the situation, the book will be an important read for researchers and policy makers with an interest in peacemaking, politics, constitutional law, and federalism in the region.

A Fervent Crusade for the National Soul examines the implementation of cultural policies in relation to the contested configuration of citizenship in Colombia between 1930 and 1946. At a time when national identities were re-imagined all over the Americas, progressive artists and intellectuals affiliated with the liberal governments that ruled Colombia established an unprecedented bureaucratic apparatus for cultural intervention that celebrated so-called "popular culture" and rendered culture a social right. This book challenges pervasive narratives of state failure in Colombia, attending to the confrontations, negotiations, and entanglements of bureaucrats with everyday citizens that shaped the relationship between the ruler and the ruled. Catalina Munoz argues that while culture became an instrument of inclusion, the liberal definition of popular culture as authentic and static was also a tool for domination that reinforced enduring structures of inequality founded on region, race, and gender. Liberals crafted the state as the paternalistic protector of acquiescent citizens, instead of a warden of political participation. Munoz suggests that this form of governance allowed the elites to rule without making the structural changes required to craft a more equal society.

The story begins with a dream - the dream of Africa. This book offers a concise overview of the development of intercultural philosophy since the early 1990s, focusing on one of its key pioneers Heinz Kimmerle (1930- 2016).

Building on influences from Gadamer, Heidegger, Derrida and Ramose, Kimmerle's approach to intercultural philosophy is radical and fosters epistemic justice. Kimmerle critically reflected on his own western philosophical tradition, highlighting the problems of a discourse based on a dominant concept of rationality, and of excluding different approaches and participants. Instead, Kimmerle developed an alternative way of thinking, emphasizing the importance Of recognizing philosophies of different cultures. He focused particularly on African philosophies in academic discourse. In the book, the many layers of Kimmerle's intercultural philosophy are revealed, exploring how dialectics, hermeneutics, deconstruction and decolonization can contribute to epistemic justice. The author goes beyond Kimmerle and demonstrates how Kimmerle's approach can be further enhanced by using an intersectional approach and by engaging in dialogue with female philosophers and artists.

This new study, which also introduces unpublished and untranslated texts from Kimmerle's work in German and Dutch, will be of considerable interest to researchers of continental philosophy, intercultural and African philosophy, political philosophy, decolonial and feminist studies.

Catholic and Protestant missionaries followed their own, competing agendas rather than those of the colonial state. This volume unravels these agendas and challenges received wisdom on the histories of Rwanda and Burundi, as well as the colonial relationship between state and mission.

The archives of the White Fathers Catholic missionary order in Rome and Paris are read alongside primary sources produced by the British Protestant Church Missionary Society to analyse their impact between 1900 and 1972 in Rwanda and Burundi. The colonial state was weaker than often assumed, and permeable by external radical influences. Denominational competition between Catholic and Protestant missionaries was a key motor of this radicalism. The colonial state in both kingdoms was a weak, reactive agent rather than a structuring form of power. This volume shows that missionaries were more committed and influential actors, but their inability to manage the mass demand for the education that they sought and delivered finally undermined the achievement of their aims.

In this incisive book, Andre Duarte examines the health crisis resulting from the COVID-19 pandemic and the contemporary crisis of democracy.

Reflecting on President Jair Bolsonaro's misgovernment of Brazil, as evidenced by his political actions, speeches and omissions from March 2020 to September 2021, and using concepts like biopolitics, neoliberalism and necropolitics, Duarte proposes three interrelated hypotheses to demonstrate Bolsonaro's sharp distrust of democracy. First, that Bolsonaro's rhetoric, actions and omissions during the first year and a half of the pandemic revealed a dangerous mixture of biopolitical, neoliberal and necropolitical governmentality strategies. Second, that the pandemic in Brazil intensified the damaging side-effects against democracy brought by neoliberalism and biopolitics, once the necropolitical vector assumed precedence. And third, that Bolsonaro's political agenda is either to revoke the Brazilian democracy by violent means or to implement a facade democracy by slowly distorting it from within, blurring the differences between democracy and authoritarianism.

Conceptualizing democracy as power of the demos and not exclusively as a political regime organized around a definite set of political institutions, Duarte argues that Bolsonaro's misgovernment of Brazil is related to his antidemocratic viewpoints. Pandemic and Crisis of Democracy is an important book for researchers, students, and anyone concerned about the dangers that surround the democratic experience in the contemporary world.
