International society led by the United Nations has been working to improve and standardize every country's post-disaster recovery policy. In particular, the Sendai Framework for Disaster Risk Reduction adopted at the UN World Conference at Sendai, Japan, in 2015 declared the slogan "Build Back Better (BBB)." In this book, the BBB is considered an essential common criterion for evaluating recovery status, but BBB variations in each individual country's context are pursued. In contrast to a governmental approach to recovery evaluation focusing mainly on physical structures and macro indicators, this volume focuses more on the affected societies, communities, economies, and especially victims' livelihoods. The authors are academics from diverse fields, including governance, law, economics, and engineering, so that the book is truly interdisciplinary.

This collection results from an international collaboration by scholars from "disaster-affected universities" in global-scale mega-disasters occurring in the Asian region in recent decades. The universities include Kobe University in Japan; Iwate University in Japan; Syiah Kuala University in Aceh, Indonesia; Sichuan University in China; and the University of the Philippines.

This book presents new aspects of the U.S. Cuba policy during Gerald R. Ford's presidency (August 9, 1974-January 20, 1977). Based in governmental and other sources from the U.S. and Cuba, the book examines how the Ford administration broke with Nixon's hostile policy when the diplomatic and economic isolation of Cuba was ended in the OAS, even when the U.S. economic blockade prevailed. In line with the detente policy towards the USSR, the Ford administration strived to normalize the relations with Cuba through secret discussions. However, the Cuban involvement in the Angolan civil war ended this process of normalization, and the U.S. returned to a confrontational policy. Within this framework, counterrevolutionary groups in the U.S. could act, more or less with impunity, towards Cuba, but also against Cuban and third-country targets both within and outside the U.S. The book describes the oscillating Cuba policy that was the hallmark of the Ford administration. The Cuban perspective adopted will complement and enrich the knowledge of the U.S. policy toward Cuba during Gerald Ford's presidency. It is of relevance to everyone interested in the issue and especially for students and researchers within the disciplines of History and Political Science.

The electoral success of secessionist parties in Catalonia and Scotland over the last decade, together with Brexit and the support for Eurosceptic parties in many EU member states, have prompted a rethink of many taken-for-granted notions about politics in Spain, the UK and the EU. Secessionist parties in Catalonia and Scotland often combine calls for independence with support for the EU, but independence for Catalonia might entail the loss of EU membership. In the UK, Scotland voted for the UK to remain in the EU, yet it was forced to leave the Union along with the rest of the country: what effect has Brexit had on Scottish independence claims? Through comparing Catalonia and Scotland, this short volume aims to contribute to debates on, and advance knowledge of, visions of independence and integration, how they interrelate in Europe's emergent political order, and what they entail for European integration and democracy in the EU.

Vasili Rukhadze examines the factors that contributed to post-uprising leadership durability in the Ukraine, Kyrgyzstan, and Georgia in 2004-12, after these countries underwent their so-called "Color Revolutions." Using structured, focused comparison and process tracing, he argues that the key independent variable influencing post-mobilization leadership durability is ruling coalition size and cohesion. He demonstrates that if the ruling coalitions are large and fragmented, as in the Ukraine and Kyrgyzstan, the coalitions disintegrate, thus facilitating the downfall of the governments. Alternatively, if the ruling coalition is small and cohesive, as in Georgia, the coalition maintains unity, hence helping the government to stay in power.

This study advances the debate on regime changes. By drawing a clear distinction between political leaderships that come to power as a result of popular uprisings and governments that take power through normal democratic processes, military coup, or any other means, the research offers one of the first studies on post-mobilization leadership. Rukhadze helps scholars differentiate between the factors that affect durability of post-uprising leadership from those factors that impact durability of all other political leadership, in turn equipping researchers with new tools to study power politics.

Asia is at a geopolitical crossroads. After China launched its ambitious Belt and Road Initiative (BRI) in 2013, Japan and the United States responded with the November 2017 promulgation of the Free and Open Indo-Pacific (FOIP) Strategy. Perhaps not surprisingly, these two initiatives share some common features, and two of these - their ambiguity and their competitiveness - seem to be crucial in the foreign policy evaluation process. Competition leads to ambiguity, which makes reactions, and responses in foreign policy more and more difficult. Unlike most existing approaches to disaster, critical disaster studies begins with the idea that disasters are not objective facts, but rather are interpretive fictions-and they shape the way people see the world. By questioning the concept of disaster itself, critical disaster studies reveals the stakes of defining people or places as vulnerable, resilient, or at risk.
As social constructs, disaster, vulnerability, resilience, and risk shape and are shaped by contests over power. Managers and technocrats often herald the goals of disaster response and recovery as objective, quantifiable, or self-evident. In reality, the goals are subjective, and usually contested. Critical disaster studies attends to the ways powerful people often use claims of technocratic expertise to maintain power.
Moreover, rather than existing as isolated events, disasters take place over time. People commonly imagine disasters to be unexpected and sudden, making structural conditions appear contingent, widespread conditions appear local, and chronic conditions appear acute. By placing disasters in broader contexts, critical disaster studies peels away that veneer.

In this new book, former Iowa City Mayor and Professor Emeritus James A. Throgmorton provides readers a sense of what democratically-elected city council members and mayors in the United States do and what it feels like to occupy and enact those roles.
