The 2022-2023 edition of the Survey of Economic and Social Developments in the Arab Region presents the economic recovery path at the global and regional levels following the COVID-19 pandemic and the war in Ukraine. A lot of uncertainties cloud the outlook as developed countries face increasing risks of falling in a recession and are resorting to increase interest rates to mitigate rising inflation, while developing countries are suffering from increasing borrowing costs, high inflation and uncertainties about energy and food prices. In addition to that, some Arab countries are facing depreciation of local currencies, repercussions of natural disasters, war and occupation, political instability and structural economic challenges. In terms of social developments, the Arab region continues to face significant challenges including widespread poverty, high unemployment and large gender gap. The thematic chapter of this year's survey focuses on inflation in Arab countries and examines the sources of inflation in six countries that have recorded high inflation rates in the past few years, namely Egypt, Lebanon, the Sudan, the Syrian Arab Republic, Tunisia and Yemen. It also presents the different disinflation policies available and provides some recommendations on the way forward.

In rebuilding conflict-affected states, a major portion of foreign aid focuses on reforming public finance management systems and supporting annual budgets. But how budgets are allocated and how reforms take shape in practice remain critical questions.This book analyses the politics of reform and budget allocation in the most expensive liberal state building effort in history: Afghanistan. Through a detailed political economy analysis, it explores the origin, continuity, and evolution of Afghanistan's centralized public finance management system. Such centralization, readopted in the 2004 Constitution, constrained local participation, perpetuated inequities, and undermined predictability and transparency. Key reforms including the "Provincial Development Planning Guideline" and "Provincial Budgeting Policy" aimed to address these shortcomings but failed due to political resistance, elite capture, and structural inefficiencies. The analysis reveals informal dynamics behind the allocation of discretionary development budget consisting of the Afghan central government's political considerations (political relationship, political importance, and strength and weakness of local administrations) and lobbying strategies of local actors. This dynamic enabled the central government to continue to use public funds for purchasing political legitimacy to remain in power.Afghanistan's case highlights the limits of externally driven state-building that prioritizes centralization over local dynamics. The book offers key lessons on inclusive governance, structural barriers, and sustainable public finance reforms in conflict-affected states. It appeals to donors, development experts, and researchers in public finance, foreign aid, security, and development studies.

Gender, Genocide, Gaza and the Book of Esther bridges the gap between gendered and geopolitical analyses by interrogating both the sexual and ethnic violence embedded in the Book of Esther. While much scholarship has examined the potential genocide of the Jews in the narrative, far less attention has been paid to the Persian "retaliation genocide." Framed within decolonial feminist perspectives, this book shifts between the harem-the royal institution where women were sequestered for the king's use-and herem, the practice of divinely sanctioned warfare that justifies the extermination of an enemy. Rather than operating as discrete forms of violence, the book argues that the harem and the herem are co-constitutive, revealing how gendered and ethnic domination function in tandem. Through a combination of narrative inquiry, inter-textual readings, critical discourse analysis, and theological assessments of both the biblical text and its contemporary reception, Gender, Genocide, Gaza and the Book of Esther invites interpreters to consider the larger frameworks of ethnicity and racialization within which hermeneutics of sexual violence take place. A close literary reading of Esther is paired with an analysis of its contemporary geopolitical appropriations, particularly its use in Christian Zionist rhetoric. The explicit invocation of the Amalekite extermination trope by Israel's prime minister in October 2023 to justify attacks on Gaza, underscores the enduring political afterlives of texts of terror. This book contends that a feminist reading of Esther cannot limit itself to an analysis of sexual violence but must extend its critique intersectionally, engaging with the broader necropolitical economies that structure both ancient and modern deployments of biblical violence.

One day of December 875, the weaver ?Umar b. M?s?, married ?al?ma bint Naf?s before illustrious witnesses from Fus???. Some six centuries later, in the spring of 1411, Lady F??ima bint Fat? al-D?n celebrated a second wedding with ????n, a promising Mamluk officer, and hosted him with her retinue in her Cairene palace. Present-day historians would know nothing of them had their marriage contract not withstood the ravages of time, as have the hundred or so documents that Mathieu Tillier and Naim Vanthieghem are publishing, translating and studying for the first time in this volume. Rich or poor, free or enslaved, the men and women of Medieval Egypt adopted the habit, from at least the eighth century CE onwards, of having their unions recorded in order to lay down the terms and conditions of their marriage. Dissolution by repudiation (?al?q) or amicable divorce (?ul?) were also entrusted to the care of notaries. The hitherto unpublished documents collected here, which span across the Abbasid, Fatimid, Ayyubid and Mamluk periods, provide a unique insight into matrimonial strategies among commoners as well as elite members, and into marital relationships and legal practices, both in the capital and in the Egyptian countryside. After a first part devoted to the editing of marriage contracts and divorces deed as well as a few related documents, the authors offer a detailed study of matrimonial practices in medieval Egypt based on Arabic documents.
