Drawing on twenty-five years of on-the-ground experience and research, Stephanie Wolters reveals how the regional economic, political, social, and ideological interests and ambitions of Uganda, Rwanda, Burundi, and the DRC itself help drive the conflict that has played out in the eastern DRC over the past twenty years.
At the same time, Wolters shows how over the past twenty years most conflict resolution and policy approaches have not accounted for these wider regional drivers of violence. For too long, peace processes have been blinkered into a narrow focus only on the drivers of violence within the DRC. Such oversights have not only failed to address many root causes of the conflict, but have also even allowed for the emergence of new Congolese and regional armed actors, all the while undermining relations between all four core Great Lakes countries. The cost has been borne almost exclusively by the DRC and its population, and it will be lifted only through a region-wide peace process.
