Late in April 1861, President Lincoln ordered Federal troops to evacuate forts in Indian Territory. That left the Five Civilized Tribes-Cherokees, Chickasaws, Choctaws, Creeks, and Seminoles-essentially under Confederate jurisdiction and control.
