≫Sovereignty Over Natural Resources in Situations of Foreign Domination≪: Permanent sovereignty over natural resources is the most pertinent norm of international law governing the allocation of rights of disposal over natural resources. It is part of the right of self-determination of peoples and is a component of state sovereignty. In his study, Arne Reissmann shows that the international legal community attaches fundamental importance to the preservation and realisation of this norm. It is invoked regularly by states, international organizations, and courts. This is particularly true in three situations of foreign domination: in non-self-governing and occupied territories and in territories under the control of non-state armed groups. Against this background, the author analyses the obligations and rights of the entities holding territorial control as well as of third states, the EU and the UN in relation to this norm and to the use of natural resources in the three situations of foreign domination.
