解説

The Common Fisheries Policy of the European Union consists of four niter-related policies - markets, structures, external fishery relations and conservation. The original hardback edition concentrated on the conservation policy, because it is at the heart of the Common Fisheries Policy, and because it appeared to be a disastrous failure. This update reviews recent developments in the context of the ownership of resources and enforcement, and the attitudes of the main players. It concludes that a radical rethink of the conventional approach to fisheries management is necessary if the EU is to avoid the charge of resource collapse, and the loss of much of the EU domestic fish production. Features of the book include: a clear understanding of the Common Fisheries Policy, and its intention and application; the establishment of imperatives of effective conservation, and its scientific basis; a description of the structure in Brussels and the way in which decisions are made; the consequences of failure are spelt out, and alternative options suggested that make for more effective management; and an account of the latest developments.
