Federalism and the History of the European Union recasts the integration history of the European Union as a gradual process of federalisation that began with the European Coal and Steel Community in 1951. It investigates how the actions and choices of the member states and the institutions have combined to produce the first supranational federation, in the absence of the most accepted preconditions for a federation.

Drawing on historical institutionalist methodology, and analyzing the influence of key players such as the Court of Justice and the European Commission, the book reviews the varied support for federalism among the member states over time, along with the cooperation of member states. It argues that a lack of agreement over the political form of the EU has not hindered its federalisation.
