This book is the first detailed study of irregular warfare at sea, covering such contemporary and growing issues as piracy, insurgency and terrorism.
Historically, states unable to match the great maritime powers have sought to overcome their advantages in ways now described as 'asymmetric', which can be technological, social and political, and can extend to the employment of criminals and adventurers, such as pirates and privateers. 'Asymmetric' or irregular methods have now become more prevalent as the wealth and technology that previously had been the preserve of major powers has become more widely dispersed not merely among lesser powers but also non-state actors. As maritime exploitation becomes more intensive, the opportunities for irregular maritime warfare will increase, and Western states will have to be prepared for this, as demonstrated by recent piracy off Somalia.
This book will attempt to ask searching questions about the role and capabilities of navies in the twenty-first century, and will be of great interest to students of naval power, strategic studies, terrorism and international security generally, as well as naval professionals.
