This report presents the findings, conclusions and recommendations of the evaluation of the third Global Cooperation Framework (also referred to as the GCF to III or the global programme). Covering the period 2005 to 2007, the main purpose of the evaluation was to assess the performance of the GCF to III, to capture lessons learned from this experience and to make concrete recommendations for the future. The evaluation collected evidence from case studies in fourteen programme countries, five regional service centres, two subregional resource facilities, three thematic centres, and through extensive interviews in New York.
