Maurer examines disaster response and identifies programs and policies that have slowed or spurred recovery and resilience. He explains how individual differences in values and coping styles work for or against both the individual and the greater community in the aftermath of tragedy, and he points out what can be done by leaders to inspire and enable community recovery. Maurer details action taken in the aftermath of disasters from the 1985 Mexico City earthquake, the Nevado del Ruiz Volcano eruption in Colombia that same year, to the 2005 Kasmir earthquake, Hurricane Katrina, and the terrorist attacks of September 11, 2001. The management techniques applied by community leaders and volunteers, including Critical Incident Stress Debriefing, are described, as well as other responses that have proven helpful as communities define, plan for, and manage the aftermath of disaster.
