This book argues that the South African Truth and Reconciliation Commission cannot be interpreted without looking at the rise in HIV and AIDS during the Mbeki regime. The author looks at a fundamental contradiction of the modern nation-state, in which the concept of sovereignty and focus on health allows citizens of that nation to be overlooked.
