Decentralisation at a national level, combined with the increasing authority of the European Union at the supra-national level, has prompted radical changes in the relationships between different levels of government and other stakeholders in Europe. Using examples from thirteen countries in both Western and Central and Eastern Europe, this book provides an international overview of emerging practice in multi-level governance.
