This book discusses how in the course of the 1990s in both Russia and Ukraine, political power came to be exercised by economic elites who pursued a policy of pragmatism in international relations. Besides showing how this in turn affected relations between the two countries, the book also casts much light on the way in which democraticization and market reforms have taken place in these two key post-socialist countries.
