This report examines the policy content of poverty reduction programmes to promote sustained and rapid growth in sub-Saharan Africa. It provides an overview of key issues including institutional reform and governance, macroeconomic policies and poverty, country ownership and participation in poverty reduction programmes, and the policy aspirations of the poor. It reviews approaches being adopted in various areas of economic policy and institutional reform, and assesses whether these offer an improvement on former structural adjustment policies.
