As the European Security and Defence Policy emerges as a new player in the European security landscape, its capacity to project stability beyond the European Union's borders will very much depend on the quality of its engagement with European non-EU member-states. Russia, Ukraine and Belarus, as direct neighbours of an enlarged EU and key actors in the volatile security space of the former Soviet Union, represent top priorities for an outward-looking ESDP. This book examines the role of Russia, Ukraine and Belarus as aspiring fully-fledged actors in security decision-making in a wider Europe extending beyond existing and prospective EU and NATO members. It investigates how the Russian, Ukrainian and Belarusian foreign policy communities assess their countries' interaction and dialogue with NATO and the EU on security-related issues and how they propose that relations in this field develop - especially following the establishment of the ESDP. The views of the Russian, Ukrainian and Belarusian policy elites are compared with the perspectives of EU decision-makers in order to suggest feasible paths for promoting mutual understanding, and for expanding security cooperation between Russia, Ukraine, Belarus and western Europe.
