The papers in this collection reflect an attempt to examine the development and implementation of social policy in South Africa during the first years of democratic government. The writings analyze the extent to which the post-apartheid state has its stated goals, especially in education. The book examines the relationship between the process of educational reform and the impact on the state of the Constitution and other laws. Although the locus of the research and analysis is education policy, the analysis explores the nature of the post-apartheid transitional state. It does so, for example, by reference to the question of equity which is an abiding theme of social policy in South Africa. This resonates not only with the Consitution, but also in the political pronouncements of cabinet ministers, and is a major tenet of every piece of social legislation.
