The rise of migration as a matter of international concern has been spurred by the escalation of population movements, caused in the source countries by rapid demographic growth, constant environmental deterioration, economic and social stagnation, and the outbreak of conflicts. In the destination countries, problems have grown in the employment market, security and social services. The main economic-oriented movements are broadly unchanged over the past 20 years, but politically rooted forced migrations have been a recent phenomenon. Even so, the size of current international movements only doubles that of the early twentieth century, whereas world population has quadrupled in the same period, suggesting that there has been a profound change in the way that international migration is viewed. This book examines the perception of international movements; the design and foundation of migration policies; policies promoting immigration or emigration; regulation of migration; migration recovery (including return programmes); incorporating migrants in the destination countries; and alternative strategies.
