The roles of government, institutions and society have been radically transformed over the last two decades. This text examines how the New Development Paradigm is put into practice in Pakistan and other underdeveloped countries. It focuses upon the roles NGOs, institutions and local governments play in development related activity, and examines the attempts to alter the gender balance, considered to be one of the main reasons for lack of development.
