The first five years of Ukraine's independence have been characterized by a prolonged constitutional crisis, one which has effectively prevented any political consensus on economic and political reform. In this book, Robert Kravchuk examines these first five years, and interprets the continuing lack of genuine economic reform as a "political power failure" brought on by unclear, overlapping, and often incoherent governing arrangements in Kyiv. Kravchuk's book goes further than any other book on recent Ukranian politics, by interpreting the transition process in this formerly socialist country as a constitutional issue and by dealing with the interaction of economic and political spheres as a coherent whole.
