This monograph endeavours to provide a general overview of the content and development of the right to education at the international and regional levels, as well as an examination of various associated topical issues. The book traces the historical development of the right to education at the national level, considers the recognition of the right to education at the international and regional levels and the emerging and controversial topics of minority and indigenous education. The obligation of states to provide human rights education is examined and the various forms of specialized education and topical issues such as the education of the disabled and parental involvement in decisions concerning the education of their children, are also explored. The book considers specific problems impeding the fuller realization of the right to education in the context of major setbacks in basic education in many of the least developed countries and significant cutbacks in governmental expenditure on education in certain industrial countries.
