Demographic factors, an increase in personal economic insecurity and the erosion of various informaal safety nets have caused social security nets to become the subject of national policy debate around the world. Those changes have mean that the needs of the vulnerable members of societies should be addressed. This book explores the central problems of social security and alternative solutions to them. Part one tackles conceptual problems of system design and governance, while part two examines how those problems have been approached in a selection of country situations.
