In July, 1995, the Health Care Financing Administration (HCFA) - the federal organization charged with overseeing Medicare and Medicaid - implemented an entirely revised procedure for carrying out surveys of nursing homes. The new survey data include more refined measures of quality, new deficiency assessments, and, for the first time, scope and severity codes, associated with each deficiency. All of these important changes are reflected in the "Nursing Home Statistical Yearbook, 1996". This year's edition begins with an introductory article by Jody Ann Noon, JD RN, on the new HCFA survey process and features extensive information from the first full year of data under the new system. It also includes new tables which quantify decrements in the health status of residents as indicated by increased contractures, additional nosocomial bedsores, and increased use of restraints.
