The book develops a framework for how to intervene in a positive manner when states are plagued by violent, intergroup conflict, thereby 'breaking the cycle' of continued bloodshed and failed interventions. It then goes on to explore this framework by examining eight cases of contemporary conflict intervention in such regions as Bosnia, Chechnya, El Salvador, Gaza/Palestine, Haiti, Nagorno-Karabakh, Somalia, and Tajikitan.
