In recent years there has been considerable growth in the efforts to decentralize decision-making and planning in the developing countries in Asia. This volume examines the theoretical underpinnings of decentralization, the origins of various systems, their common and distinctive features and their efficacy in terms of ensuring participation of citizens. Drawing together the experiences of six Asian countries - India, Bangladesh, Nepal, Sri Lanka, China and the Philippines - the contributors highlight practical measures attempted in different settings to ensure both participation and governance.
