Providing an interpretation of the early history of the North Atlantic Alliance, this book sets out to show how early US and West European NATO Cold War strategies based upon exaggerations of the Soviet/Communist threat helped to shape a post-war world order which depended on the existing colonial model of a "global division of labour". It also discusses how alternative policies towards the Soviet bloc, suggested by US officials such as Charles Bohlen and George Kennan, were continuously rejected, and how the arms race assumed a life of its own, serving as an internal political instrument in both East and West.
