This text, written from the perspective of international relations, explores how the international community has responded to the novel challenges posed by anthropogenic change of the atmosphere. It contrasts the comparative sucess of moves to set up an international regime to prevent ozone depletion with the inefficiancy of attempts to address the problem of climate change.
