解説

This is an examination of local economic-development planning. The book suggests how it may be applied to South Africa. Development planning reflects many of the recommendations in the African National Congress's Reconstruction and Development Programme and is likely to be the way in which development partnerships in South Africa's cities and towns will alleviate urban poverty. Development planning has replaced many town and regional planning approaches abroad and is in the process of being introduced in South Africa. It consists of co-operative efforts among communities, local governments, labour organizations and private-sector bodies with a view to: restructuring metropolitan economies in response to changes in the national and international economy, expanding employment opportunities and enhancing the local tax base, and mobilizing resources - public, private and community based - for development at the neighbourhood level.
