This book analyzes the findings of a series of UNESCO/ILO studies on the effects of austerity and public-spending cuts worldwide on education and training. The first section reports on the case studies. Three analytical chapters follow: the first examines policies, their impact and evaluation; the second considers the issues of participation and accountability; and the third looks at how education and training budgets are cut and the areas most sheltered from budget cuts. The book reflects an international and collaborative approach to the problem of human resource development and training.
