This study looks at the economic development and modernization policies of the post-World War II period. It analyzes the contradictions of development and modernization in each major region of the world, and explores the ways in which much of Eastern Europe and the former Soviet Union are now facing problems of development similar to those of the nations of Latin America, Asia and Africa. The author, Boris Kagarlitsky, has witnessed many of the worst features of the Soviet system from the inside, enabling him to bring a unique perspective to his analysis, one that reinforces the global nature of his argument. He is the author of "The Thinking Reed: Intellectuals and the Soviet State from 1917 to the Present", which was the winner of the 1988 Isaac Deutscher Prize.
