ケインズは1913年に『インドの通貨と金融』を出版させた後、「インドの金融と通貨に関する王立委員会」の委員に任命された。このことは29歳のケインズにとって大きな名誉であった。ケインズは二つの課題をもっていた。一つは金為替本位制度を委員会に納得させる。もう一つは国家銀行(State Bank)と呼ばれるものが設立されるかどうかであった。委員会はその草案起草をケインズに要請した。この草案は報告書には入れられなかったが、付録として発表され好意的に受け入れられた。この付録は、マーシャルがケインズ宛の書簡で絶賛したように、報告書それ自体よりも価値あるものとして読まれた。（ハロッド著『ケインズ伝』より）
