欧州における民主主義とその敵
Rak, Joanna / Baecker, Roman (eds.),
Democracy and Its Enemies in Europe: Successes and Failures in Combating Autocratic Threats. (Routledge Advances in European Politics) 248 pp. 2025:3 (Routledge, UK) <738-748>
ISBN 978-1-032-95474-5 hard ¥40,832.- (税込) GB£ 145.00 *
This book analyses the evolving nature of democratic threats and identifies strategies necessary to safeguard democratic governance in an increasingly turbulent political environment. It explores how democratic systems in Europe have faced, and continue to face, threats from various entities that exhibit essential characteristics of being enemies of democracy, including fascism, Nazism, authoritarianism, and modern forms of populism and external interference. Through detailed case studies, the book examines the tactics used by enemies of democracy to undermine the sovereignty of political nations, from the rise of totalitarian regimes in the twentieth century to contemporary challenges like Russia's democratic decline and hybrid warfare tactics in Poland and Estonia. It also highlights how certain democracies have successfully resisted these threats, offering valuable lessons for protecting democratic values and institutions in today's world. Going beyond historical analysis, the book provides a comprehensive theoretical framework for understanding and categorising the enemies of democracy, transforming the concept from a normative idea into a powerful analytical tool. This book will be of key interest to scholars and students of European history and politics, political theory, democracy, political systems, political philosophy, and comparative politics.

欧州委員会内での政策準備

Policy Preparation Inside the European Commission. 208 pp. 2025:5 (Oxford U. Pr., UK) <738-750>
ISBN 978-0-19-890793-0 hard ¥23,654.- (税込) GB£ 84.00
The European Commission is at the heart of EU policymaking. However, over the past 15-20 years, its position has been challenged due to the growing influence of the European Council, the increased powers of the European Parliament, and the introduction of European agencies. This has led some observers to believe that the Commission's role and influence are diminishing. However, other observers argue that the Commission remains a highly significant institution. Policy Preparation Inside the European Commission qualifies this debate. It argues that the key to understanding the Commission's position is its right of initiative in the EU policy process. The book demonstrates how the Commission has turned the right of initiative into a formidable political weapon. The authors support this point with a long list of creative studies of how the Commission prepares its policy proposals. Some studies focus on internal coordination inside the Commission, a first challenge for the Commission to overcome because, upon closer inspection, it is a highly fragmented institution split into approximately 50 administrative units. Other studies focus on how the Commission strategically interacts with actors in its environment - the member states, the European Parliament, and interest groups - to explore and expand its political room for manoeuvre. The core result is that the Commission is still a powerful and proactive player in EU politics.

Ruiz-Rufino, Ruben,
Democracy Under Strain: The Political Effects of Financial Bailouts on Citizens and Parties. 288 pp. 2025:4 (Oxford U. Pr., UK) <738-769>
ISBN 978-0-19-894929-9 hard ¥27,878.- (税込) GB£ 99.00
How did the management of the 2009 financial crisis within the Economic Monetary Union impact the functioning of democracy? What are the political consequences of supranational responsibility trumping national preferences? This book answers these questions by examining the political consequences derived from the management of the Eurozone sovereign debt crisis and, in particular, how the decision to implement financial bailouts affected citizens and political parties. This book introduces the concept of 'democracy under strain'. This describes how countries integrated into a union such as the EMU lose control over their policy agenda in the presence of asymmetric economic shocks, which orients member states into two different groups: those facing deteriorating domestic economies and those concerned with financial contagion and the overall stability of the union. Employing various quantitative methods, Ruben Ruiz-Rufino shows how the implementation of financial bailouts in the wake of the 2009 financial crisis triggered significant attitudinal changes among the citizens of member states in both of these two groups. This translated into increasing levels of political dissatisfaction and ultimately contributed to the electoral decline of establishment parties. Democracy Under Strain demonstrates that when an economic shock hits a supranational institutional setting characterized by high levels of economic and political interdependence, attitudinal and political change cannot be explained simply by exposure to adverse economic conditions but, rather, by the consequences of supranational political decisions implemented in order to restore economic balance.

Europeanisation and Eurasianism in Turkey and Ukraine: Balancing between Integration and Autonomy. (Routledge Advances in International Relations and Global Politics) 226 pp. 2025:3 (Routledge, UK) <738-791>
ISBN 978-1-032-48109-8 hard ¥40,832.- (税込) GB£ 145.00 *
This book analyses the impact of external actors, primarily the European Union (EU) and Russia, on democratisation and authoritarian tendencies in Ukraine and Turkey. The war in Ukraine will continue to affect patterns of cooperation and confrontation in the Black Sea region for years to come, critically undermining Russia as a viable alternative partner for deeper political and economic integration, but also revealing that the EU has only partially succeeded in stabilising its neighbourhood. In this volume, international contributors consider future EU and Russian strategy in the region and the impact on domestic and foreign policy in two countries seen by the EU as "disputed Europeans". The book will appeal to those working on Eastern Europe and the Middle East, the EU and Russia, scholars of international relations, democratisation studies, East European politics and area studies, and Eurasian studies. It is also aimed at foreign policy analysts, journalists, policymakers and diplomats.

紛争解決とEUの外交・安全保障政策の将来
Alcaro, Riccardo / Bargues, Pol,
Conflict Management and the Future of EU Foreign and Security Policy: Relational Power Europe. (Trends and Perspectives in International Politics) 174 pp. 2025:1 (Routledge, UK) <738-811>
ISBN 978-1-032-90299-9 hard ¥14,921.- (税込) GB£ 52.99 *
This book analyses how the European Union (EU) has dealt with crises and conflicts, including Russia's invasion of Ukraine, Iran's nuclear dispute and Syria's civil war, to understand the peculiar nature of its role in international security. Rather than focusing on the institutional set-up of the EU's foreign and security policy, the authors look at the 'outer' world, concentrating on crises and conflicts impinging on Europe's security. They argue that the EU and its member states' policies are constrained by systemic factors such as acute geopolitical rivalries and the fragmentation of regional governance systems, as well as by multi-source internal contestation of policies across member states. Hence, building on pragmatist-informed analysis they show that the EU's actorness in international security is first and foremost constituted by interactions with its domestic and systemic context, and as such it should be understood as a 'relational power'.This volume will be of great use to scholars and students of International Relations, European Studies, Security, Conflict and Peace Studies, and Diplomacy Studies seeking to deepen their understanding of the subject.

欧州の総合防衛-過去、現在、将来
Forfang Rongved, Gjermund (ed.),
European Total Defence: Past, Present and Future. (Routledge Advances in Defence Studies) 304 pp. 2025:3 (Routledge, UK) <738-813>
ISBN 978-1-032-80546-7 hard ¥40,832.- (税込) GB£ 145.00 *
This book analyses the origins, experiences, and challenges of total defence in Europe and comprises a broad spectrum of national case studies as well as one international organisation - NATO.The topic of total defence has been brought to the fore by deglobalisation, augmented international tension, the US pivot to Asia, grey-zone threats, Covid-19, and not least by the increased Russian threat during the 2010s, which culminated in the invasion of Ukraine in 2022. The analysis here is based on an in-depth analysis of the four major Nordic countries, the Baltic countries, Poland, Ukraine, Switzerland, and the Netherlands, as well as a perspective from NATO itself. This volume argues that although the activity that we describe as total defence has many labels and various expressions, which follow from each country's own history, geopolitical setting, and strategic culture, some aspects of it are to be found in most countries. This is because all countries, at least to some extent, will need their armed forces to rely on civil society in a crisis; however, it is a long way from this to a full-fledged total defence concept. With continued international tension, the need to build resilient societies, and the European need to take more responsibility for its own security in a cost-efficient way, this book argues that we should expect total defence to gain importance in the 21st century. This book will be of much interest to students of security studies, defence studies, European politics, and International Relations in general.

Narratives and Practices of Migrant and Minority Incorporation in European Societies: Contested Diversity and Fractured Belongings. (Routledge Advances in European Politics) 190 pp. 2025:3 (Routledge, UK) <738-816>
ISBN 978-1-032-85967-5 hard ¥40,832.- (税込) GB£ 145.00 *
This book explores the disjuncture that emerges at various levels in European diversity management policies and their translation into practice. It shows that state-wide strategies can only guide diversification outcomes, not wholly control them, and in practice, national level integration policies rely on multi-level involvement including authorities at regional or local levels and civil society organisations. The book demonstrates a complex and varied picture of the ways in which different European countries engage with ethnic diversity, as well as to the internal (in)consistency of the philosophical underpinnings of this engagement. As such, it draws attention not just to ways in which diversity "is done," but illuminates processes and narratives which are messy, contested, and contradictory. This book is of key interest to scholars, students, and practitioners involved in integration, ethnic and cultural diversity studies, migration and immigration, citizenship, ethnicity, and more broadly to European studies, and the wider social sciences.

Africa, the EU and the Samoa Agreement: Exploring African Agency Amid the 'New Scramble'. (Routledge Studies in African Politics and International Relations) 200 pp. 2025:3 (Routledge, UK) <738-818>
ISBN 978-1-032-82176-4 hard ¥40,832.- (税込) GB£ 145.00 *
This edited volume provides a timely and critical analysis of Africa-EU Relations in the new Samoa Agreement phase of the long-standing 'Eurafrican' relationship.Drawing on a range of critical perspectives and contributions it moves beyond Eurocentric visions of policy co-operation on development to highlight three core themes that frame the analysis within this volume: the new scramble for Africa, Europe's ontological security and the securitisation of development and African agency. In doing so, it assesses EU actors' engagement with African institutions in relation to key areas of policy collaboration, including trade, development, health, migration and security. In this context, it examines whether the 'partnership' offers African states and regional institutions a genuine pathway to 'development' or whether historical power asymmetries remain entrenched - and perhaps even exacerbated - through the new Africa-EU Agreement. This book will be of key interest to scholars, students and practitioners involved in Development Studies, EU studies, Africa-EU Relations, African politics and International Relations and more broadly to International Political Economy and Comparative Regionalism.

Balancing Pressures: The Politics of Governing the European Economy. 266 pp. 2025:5 (Cambridge U. Pr., UK) <738-237>
ISBN 978-1-009-59581-0 hard ¥25,344.- (税込) GB£ 90.00
ISBN 978-1-009-59586-5 paper ¥8,726.- (税込) GB£ 30.99
Balancing Pressures analyses how the economy, national politics, and supranational politics shape economic policymaking in the European Union. Economic theories alert policymakers of the problems associated with policy initiatives. Economic uncertainties shape political positioning during negotiations, while actual economic conditions affect both negotiations and implementation. National pressures to win office and pursue policies systematically influence negotiating positions, implementation patterns, and outcomes. Supranational pressures are associated with membership in the euro area, the expected and actual patterns of compliance, or the context of negotiations. Spanning the period of 1994 to 2019, this book analyses how these pressures shaped the definition of the policy problems, the controversies surrounding policy reforms, the outcome, timing, and direction of reforms, the negotiations over preventive surveillance, the compliance with recommendations, and the use and effectiveness of the procedure to correct excessive fiscal deficits. It concludes by assessing the effectiveness, fairness, and responsiveness of the policy.
