Mediterranean Capitalism Revisited brings together leading experts on the political economies of southern Europe-specifically Greece, Italy, Spain, and Portugal-to closely analyze and explain the primary socioeconomic and institutional features that define "Mediterranean capitalism" within the wider European context. These economies share a number of features, most notably their difficulties to provide viable answers to the challenge of globalization. By examining and comparing such components as welfare, education and innovation policies, cultural dimensions, and labor market regulation, Mediterranean Capitalism Revisited attends to both commonalities and divergences between the four countries, identifying the main reasons behind the poor performance of their economies and slow recovery from the Great Recession of 2007-2008. This volume also sheds light on the process of diversification among the four countries and addresses whether it did and still does make sense to speak of a uniquely Mediterranean model of capitalism. Voting in Quebec Municipal Elections: A Tale of Two Cities. 256 pp. 2022:4 (U. Toronto Pr., CN) <667-1370>

While Quebec is well known for its provincial-level party politics and thriving nationalism, voting behaviour and electoral campaigning at the municipal level have failed to gain much attention to date. Voting in Quebec Municipal Elections seeks to transform the state of municipal elections research in Quebec through a systematic study of the 2017 Montreal and Quebec City elections. Drawing upon data from the Canadian Municipal Election Study, the authors demonstrate not only the importance of Quebec municipal politics, but the many ways that municipal elections research can inform our broader understanding of voting behaviour in the province. This volume considers the features particular to the Quebec local context, such as the importance of language and nationalism, the effects of local party labels for down-ballot races, and the role of ideology. Voting in Quebec Municipal Elections represents the largest-ever collection of work on local elections in the province's history, making a significant contribution to our understanding of the municipal voter in Quebec.

From the mid-1960s through the mid-1990s, Canada was in a state of ongoing political crisis. Within this thirty-year period, David R. Cameron was an active participant and observer of Canada's crisis of national unity. As a political scientist and former senior public servant, Cameron remains one of the most astute and respected analysts of Canadian federalism. This volume assembles some of Cameron's best works on federalism, nationalism, and the constitution, including journal articles, book chapters, speeches, newspaper op-eds, and unpublished opinion pieces spanning nearly fifty years of engagement. In addition, The Daily Plebiscite includes a conversation between Cameron and Robert C. Vipond on the "long decade" of the 1980s in Canadian constitutional politics, a brief history of the mega-constitutional era, and concluding reflections on the broader lessons that other divided societies might take from the Canadian experience. Providing rich fare for anyone interested in questions of federalism, nationalism, and constitutionalism, The Daily Plebiscite offers an informed, insider's perspective on the national unity question and considers the challenges faced by a federal, multinational, and multicultural country like Canada.

Jockel, Joseph T. / Sokolsky, Joel J.,
Canada in NATO, 1949-2019. (McGill-Queen's Transatlantic Studies) 328 pp. 2021:10 (McGill-Queen's U. Pr., CN) <667-1374>
ISBN 978-0-228-00841-5 hard ¥8,928.- (税込) US$ 42.95 *
The story of Canada in the North Atlantic Treaty Organization (NATO) is one of consistent support and involvement but of varying levels of military and diplomatic engagement. Canada in NATO, 1949-2019 provides the first analysis of Canada's involvement in the Atlantic Alliance - from the negotiations leading to the alliance's charter in 1949 to NATO's seventieth anniversary - exploring how the country's role in NATO has evolved over the years. As one of NATO's early, foremost participants, Canada was a major force contributor in the 1950s. Briefly deploying more modern fighter aircrafts in Europe than the United States had, as well as a naval commitment that would have been responsible for 10 per cent of ship escorts across the North Atlantic, Canada became the "odd man out" of the western alliance as the Cold War wore on due to its spotty military contributions. Yet Canada eventually re-emerged as a significant member through its contributions to NATO peace enforcement operations in the Balkans in the 1990s and its heavy contributions to operations in Afghanistan in the early twenty-first century, finding itself in the unfamiliar position of criticizing many of the allies by which it had for so long been criticized. As the lead nation for the alliance's "enhanced forward presence" in Latvia, Canada still plays an important and highly visible role in NATO's efforts in Eastern Europe today. Canada in NATO, 1949-2019 sheds light on how NATO profoundly shaped Canadian defence and foreign policy, while also serving vital Canadian security and diplomatic interests.

Juneau, Thomas / Carvin, Stephanie,
Intelligence Analysis and Policy Making: The Canadian Experience. 240 pp. 2021:12 (Stanford U. Pr., US) <667-1375>
ISBN 978-1-5036-1350-8 hard ¥27,027.- (税込) US$ 130.00 *
Canada is a key member of the world's most important international intelligence-sharing partnership, the Five Eyes, along with the US, the UK, New Zealand, and Australia. Until now, few scholars have looked beyond the US to study how effectively intelligence analysts support policy makers, who rely on timely, forward-thinking insights to shape high-level foreign, national security, and defense policy. Intelligence Analysis and Policy Making provides the first in-depth look at the relationship between intelligence and policy in Canada. Thomas Juneau and Stephanie Carvin, both former analysts in the Canadian national security sector, conducted seventy in-depth interviews with serving and retired policy and intelligence practitioners, at a time when Canada's intelligence community underwent sweeping institutional changes. Juneau and Carvin provide critical recommendations for improving intelligence performance in supporting policy-with implications for other countries that, like Canada, are not superpowers but small or mid-sized countries in need of intelligence that supports their unique interests.

Big City Elections in Canada. 280 pp. 2021:10 (U. Toronto Pr., CN) <667-1376>

Local elections are an increasingly popular area of research among scholars of Canadian political behaviour, offering invaluable insights into the attitudes and motivations of Canadian electors. The Canadian Municipal Election Study (CMES) has collected unparalleled individual-level survey data in eight major Canadian municipal elections: Vancouver, Calgary, Winnipeg, London, Mississauga, Toronto, Montreal, and Quebec City. These elections, which took place in 2017 and 2018, were high-profile, contentious, and often surprising, featuring mayoral defeats, record-breaking turnouts, provincial-municipal tensions, and the first ranked-ballot election in Canada in decades. Combining unprecedented individual-level survey data from the CMES with local expertise from political scientists across Canada, Big City Elections in Canada provides a data-driven overview of each election, while also highlighting the more general lessons the elections teach us about municipal politics and voting behaviour. The chapters in this book make substantial empirical and theoretical contributions to the voting behaviour and urban political science subfields and will appeal to students, journalists, and engaged citizens who are interested in learning more about municipal elections in their cities.

McDowell, Tom,
Neoliberal Parliamentarism: The Decline of Parliament at the Ontario Legislature. 264 pp. 2021:10 (U. Toronto Pr., CN) <667-1377>
ISBN 978-1-4875-2809-6 hard ¥14,137.- (税込) US$ 68.00 *
In Neoliberal Parliamentarism, Tom McDowell provides an alternative approach to understanding the decline of parliament at the Ontario legislature, an approach that highlights the politics of neoliberalism and the significant impact it has had over the last four decades. Throughout, McDowell offers a structural critique of parliament, claiming that restrictions on the legislature cannot be separated from the ascendance of neoliberalism as the dominant social and policy paradigm in the province. Tracking the evolution of procedure at the Ontario Legislature from 1981 to 2021, McDowell shows that, beginning in the early 1980s, the establishment of increasingly restrictive procedural rules was critical to securing the passage of controversial neoliberal restructuring policies. Further, he argues that the decades-long shift towards de-democratization and the concentration of political power in the executive ought to be understood in the context of neoliberalism's rejection of parliamentary sovereignty and legal positivism. As an in-depth study of the implementation of neoliberalism policy on the political apparatus of Ontario, Neoliberal Parliamentarism is critical reading for scholars and students interested in the relationship between neoliberalism and de-democratization, the politics of Ontario, and parliamentary procedure more broadly.

McKenna, Peter (ed.),
Harper's World: The Politicization of Canadian Foreign Policy, 2006-2015. 384 pp. 2022:4 (U. Toronto Pr., CN) <667-1378>
ISBN 978-1-4875-0210-2 hard ¥18,711.- (税込) US$ 90.00 *
ISBN 978-1-4875-2178-3 paper ¥8,305.- (税込) US$ 39.95 *
In examining the nuts and bolts of former prime minister Stephen Harper's foreign policy universe between 2006 and 2015, Harper's World turns to key foreign policy experts to break down and evaluate Harper's international policies - from relations with China to his engagement with Canada's Arctic region. In explaining both the what and the why of Harper's foreign policy record, this book argues that the policy decisions of Harper's Conservative government were primarily shaped and motivated by domestic, regional, and, most importantly, electoral calculations. Bringing together Canada's leading foreign policy specialists, Harper's World identifies the push and pull factors of Harper's approach to various Canadian foreign policy issues. This collection offers original analyses, factual evidence, case studies, and supporting documentation to shed light on Harper's foreign policy orientation during his almost ten years in power.

Smith, David / McCreery, Christopher / Shanks, Jonathan,
Canada's Deep Crown: Beyond Elizabeth II, The Crown's Continuing Canadian Complexion. 230 pp. 2022:2 (U. Toronto Pr., CN) * paper 2022:1 <667-1379>
ISBN 978-1-4875-4075-3 hard ¥15,592.- (税込) US$ 75.00 *
ISBN 978-1-4875-4076-0 paper ¥6,641.- (税込) US$ 31.95 *
The Crown in Canada has had a profound influence in shaping a country and a constitution that embraces the promotion of political moderation, societal accommodation, adaptable constitutional structures, and pluralistic governing practices. While none of these features themselves originated through legislative or constitutional action, David E. Smith, Christopher McCreery, and Jonathan Shanks propose that all reflect the presence and actions of the Crown. Examining how a constitutional monarchy functions, Canada's Deep Crown discusses how the legal and institutional abstractions of the Crown vary depending on the circumstances and the context in which it is found. The Crown presents differently depending on who is observing it, who is representing it, and what role it is performing. With a focus on the changes that have taken place over the last fifty years, this book addresses the role of the Crown in dispersing power throughout Canada's system of government, the function the sovereign, governor general, and lieutenant governors play, and how the demise of the Crown and transition to a new sovereign is likely to unfold.

Tassinari, Fabrizio,
The Pursuit of Governance: Nordic Dispatches on a New Middle Way. 200 pp. 2021:11 (Agenda Pub., UK) <667-1380>
ISBN 978-1-78821-400-1 hard ¥24,310.- (税込) GB£ 85.00 *

Although there is no overt ideological battle in the twenty-first century, citizens in every latitude register growing dissatisfaction with the results delivered by their governments. In the West they increasingly turn to populist forces to seek an easy respite to the frustration caused by the failures of democracy. Other models of governance, such as China's "autocratic capitalism", rest on technocratic command and control methods that are disdained in the West but whose global appeal is growing mostly due to their perceived ability to deliver. No matter how and where they are practised, these alternatives seem to offer only partial and unsatisfactory answers to increasingly complex questions of governance. In a world ravaged by pandemics and climate crises, migration flows and cyberwars, rigid rule-making imparted from above or populist over-simplifications brewing from below can only represent the extremes of a more sophisticated picture of governing processes. In this book, Fabrizio Tassinari seeks to rediscover the methods, practices and limits of good governance. By taking inspiration from the Nordic region, where democratic governance has delivered some of its most impressive feats, he shows that populism and technocracy are not the causes of our political malaise; they represent skewed by-products of the most basic instincts in our body politic. They need not be suppressed but channelled and reconciled in our practices of governing.

What Lies Ahead? Canada's Engagement with the Middle East Peace Process and the Palestinians. 160 pp. 2021:12 (Routledge, UK) * paper 2024 <667-1381>
ISBN 978-1-032-19062-4 hard ¥41,470.- (税込) GB£ 145.00 *
ISBN 978-1-032-19063-1 paper ¥12,008.- (税込) GB£ 41.99 *
This edited volume explores Canada's foreign policy relationship with the Palestinians and broader Middle East Peace Process (MEPP). Canada was intensively involved from 1992 to 2000 in peacebuilding as a mediator in the multilateral part of the MEPP, as chair of the Refugee Working Group, and sponsor of Track II negotiations. This all changed after a significant mid-2000s discursive and policy shift when Canada withdrew from the politics of Israel-Palestine peacebuilding and took a strong partisan stance in favour of Israel. Through 10 chapters by current and former government insiders and academics with extensive field experience, this unique edited volume offers insight into decades of evolution in Canadian policy toward the Palestinians, MEPP and the Middle East. It arrives at an important time when the international community is reconsidering how it views Israel's entrenched occupation of the Palestinians, after three failed decades of United States-led efforts to find peace through a negotiated two-state model. Today, peace may never have appeared further away after the Trump Administration adopted policies directly contradictory to the MEPP. This proved a test to Canada's own official policy toward Israel and Palestine, its longest running and most important region of engagement in the Middle East. The chapters were originally published as a special issue of the Canadian Foreign Policy Journal, guest edited by Jeremy Wildeman and Emma Swan.
